The architectural appearacace and functional plan of the building and site shall not be so <br />dissimilar to the existing buildings or area as to cause impairment in property va3ues or <br />consiitute a biighting infiuence within a reasonable distance of the lot. <br />c. The entire site, other than that taken up by a buiiding, structure or plantings, shall be <br />surfaced with a materiat to control dust, drainage and erosion which is subject to the <br />approval of the Director of Public Works/Cily Engineer. <br />f. A curb not less than six inches (6"} above grade shall separate the public sidewaik from <br />motor vehicle service areas. <br />At the boundaries of a residential disirict, a strip of not less than ten feet (10') shall be <br />Iandscaped and screened in compliance with subdivisions l I03.08 (1) tbrough (5) of this <br />Title. <br />• The applicants are proposing to use the existing building, and to upgrade the condition of <br />'� ihe building and the site. The curreni state of the property is somewhat blighted and the <br />proposed changes will be an improvement. The site area wh.ich is noi occupied by the <br />building or by vegetation is in an asphalt parking Iot which the applicants are proposing to <br />seal coaY. The current condition of the parking lot is poor. There is no curbing around <br />the perimeter of thg parking lot. Chapter 1 I21 of the Zoning Code requires a perimeter <br />curb barrier around parking lots which serve uses other than single-£amiiy and two-family <br />residences and townhouses. Staff is recommenditig a contingency that curbing be installed <br />on this site to t�etter define the parking area, improve the site, and bring the site into <br />cotnpliance with the Code. There are no public sidewalks along Highway 10 or Spring <br />Lake Road, and therefore item f, above does not apgly. The site is bordered oe� the north <br />and west by property in the R-2 district. There are h�vo single family homes across Spring <br />Lake Road to the east. .There is an existing fence, which is in very poor repair atong the <br />west property line and a portion of the north and east property lines. 5taffis <br />recommending that this fence repaired and repainted, or replaced and that it be e�ctended <br />aIong the entire peoperty line bordering the properties in the R-2 districfi. The fence is <br />❑eeded in order foz' the site to comply with ihe requirement for screening irom residentiai <br />properties. <br />The area in vegetation along the north proper.ry line varies from agproximately 15 feet to <br />25 feet, along the rear of ihe building. The Eand area in vegetation along the remainder of <br />the north property tine and the west praperty line is extensive. The site is not landscaped <br />beyond mown grass. The City does not have a specific requireznent for a certain amoun� <br />of trees or shz�abs in iandscaped areas. The Planning Commission may want to <br />
