The parking lo� by Bridgeman's Restaurant is does not abut any residential properti�s, and� <br />`' is bordered on the easti by Long Lake Road, south by I�,ighway I O and north and east by <br />ihe remainder of the Mounds View Square Shopping Center. The property directly acrass <br />Long Lak� Road is zoned R-1 bu� is part of the 5unrise I�/Iethodist Church property. The <br />area closest to Bridgeman's is %rested and contains a large weiland. The properiy to the <br />south is zoned B-2 and R-4, and is developed as Silver View Plaza, a shopping center, and <br />Wildwood Manor, an apartment building for senior citizens. Mounds View Shopping <br />Center is screened from view from the apartments by a stand of trees between Wildwood <br />Manor and Highway 10. The Bridgeman's site is approximately 450 feet from Wildwood <br />Manor because of #he interverung highway right-of-way. This criteria is met. <br />c. Ali lighting shail be hooded and so directed that the light source shall not be visible from the <br />public right of way or froin neighboring residences and shall be in compliance with Section <br />1103.0 of this Title. <br />The ap�Iicant is proposing lighting around the perimeter of the lof. Saies area is grassed or surfaced to control dust. <br />The applicant is proposing to use an e�cisting paricing lot which is suriaced with asphalt. <br />This criteria is mefi. <br />e. The provisions of subdivision 1125.01(I)e of this Title are considered and satisfactorily <br />rnet. <br />Adverse Effects: The Plain�ing and Zoning Commission shall consider possibte adverse <br />effects of the proposed amendment or conditionai use. Its �udgment shall be based upon {but <br />not lunited to) the following factors: <br />(1) Relationship to Municipal Comprehensive Plan. <br />{2) The geographical area involved. <br />{3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br />(4) The charactier of the surrounding area, <br />(5) The demonstrated need for such use. <br />The proposal is for a temporary Christmas tree !ot in the parking lot of an existing <br />shopping center. The shopping center is surrounded by roadways, and the lot itself is at <br />ieast 450 feet from the nearest residentiai property. The short duration of the use will <br />resuf t in it having lit#le if any effect on the surrounding area. The saie o� Christmas trees is <br />a typical seasonal business in a community such as Mounds V�ew, and serves a community <br />need. This criteria is met. <br />
