The exis�ing siie and proposed expansion shows a <br />aitraciive combination of buffering and Iandscaping around the entire perimeter, and this <br />business helps in creatin� an appealing gateway to Mounds View and to the residentiai <br />neighborhoods north of �iighway I 0. It serves as an example of high quality deveiopment <br />for potential developers of properYy in the area. <br />(4) The use, in the opinion of the [Planning Commission), is reasonably reIated to the overall <br />needs of the City and to the existing land use. <br />The expansion of the Satzarn dealership to take in the Citgo propecty will heip unify this <br />corner, and allow an attractive and successful business adciitional room. Providing more <br />' room for inveniory and expanding the range of services available ta Satum's customers <br />`` may iranslate into more fiax revenue ta the City. Expansion of the Saturn dealership will <br />also help in strengthetiing the vitality and enhancing the appearance of the Highway 10 <br />corridor. This corridor is very important io the long run economic health of the City. <br />(S) The use is consisteIIt with the purposes of the Zonir�g Code and the purpases oi the zoning <br />district in which the appticant intends to locate the proposed use. <br />The purpose of the B-3 district is to provicie for and 1�mit the establishment of motor <br />vehicie oriented or dependent commercial and service activities. It allows for auto repair <br />businesses with approva� of a conditianat use pernut. The applicant's proposal fts witllin <br />the limits envisioned hy the ordinance for the B-3 district, and its iocation along Highway <br />10 is logical and appropriate. <br />(6) The use is not in con�Tict with the Comprehensive Plan of the City. <br />The most recent discussion of comprehensive goals for the City was ihe �ounds �Iiew <br />20a0 project in 1994.
