Environmental and aesthetic consciousness will be <br />demonstrated by a redesigned Highway I0, a network of inter-connected trails, parks, and <br />wetland spaces, and active citizen participation in ecologicaI activities." <br />Two goals relative to Highway 10, and a goal on business climate, were adopted and are <br />included in an attachmeni to this report. The expansion of the, Satum dealership furthers <br />these goals, and is supported. <br />(7) The use will not cause traf�ic hazards or congestion. <br />The site has adequate access frorn an arteriaI highway. No added traffic congestion is <br />expected. Eliminatin� one of the driveways on Highway 10 and County Road HZ will <br />reduce traffic hazards and conflict points. <br />(8) Adequate utiiities, access roads, drainage and necessary faeiiities have been or will be <br />provided. <br />The proposal wz11 use a previousIy developed site which is served by earisting utilities and <br />roads. There is an existing drainage ditch along Highway 10. This recommendation of <br />approval includes a condition ihat a favorable review be received from MnDOT and the <br />Rice Creek Watershed District. <br />VSIHEREAS, the Pianz�ing Commission does hereby find that the conditional use permit <br />request as submitted by Saturn Development, and witl� comptiance with the conditions stated irz <br />this resolution, meets the criteria set forth in Sections 11 I4.04, Subd. 2, 3, and 8 and Section <br />1125.01. <br />NOW, THEREFORE, BE IT RESOLVED th�t the Mounds View Planning Commission <br />does hereby recommend to the City Council of the City of Mounds View that the canditionai use <br />permit be granted, and the request for development review be approved, subject to the following <br />conditio�s: . <br />Priot to issuance oF any grading or building pernuts, the properiy owner shall <br />obtain approval from the IViounds View City Council for a repIat of the property to <br />remove ihe lot line between 2375 and 2395 Highway 14. <br />2. O�ztside signage shall be limited to #hat allowed by the Municipal Code, or as <br />ailowed in any variance approved by the City. Pr�or to installation of the two <br />adclitional monument signs shawn at the westernmosi driveway on Highway 10 <br />and the eastemmost driveway on County Road H2, the property owner shatl <br />
