She reported on a study <br />conducted by the Ciiy Engineer which estimated ihat the bridge would cover up <br />52 fee� of fihe sign, when viewed from a disfiance representing 10 seconds of <br />travel �ime at 50 mph on Highway 10, e�st cafi �he sign. ff the sign were 75 feet <br />high, #hen 23 fieet would shovv above Yhe bridge. She expfained that ihe <br />applicanf is now proposirtg a sign which would be 50 feet high, and have 430 <br />square �eet of sign area. Signs at the other shopping cer�ters owned by the <br />applicant (Mendofia Pi�za, Crysta! Cenfer, ar�d Norihway Cenfier) were reviewed. <br />The sigr� at fVler�dota Pfaza w�s ti�e same as the one requested by the applicant <br />for Mounds View Square. I�irector S�teldon explained thaf once you low�r the <br />sign, even to 50 feet, you cannot see it over fhe bridge, so from stafF's <br />perspective, you have losi tt�e connection betw�en the bridge and the need for a <br />variar�ce. She suggested several ways to address this issue; 1) amending the <br />Code, 2} a variance requesf for monument signage at the driveway enirances <br />and at Long Lake Road, 3) reducing fhe pylon sign to fiit within fhe current code, , <br />4) add a proced�re for approving "sign programs or packages" io the City's code <br />which v✓ouid allow customized sign regulations for the iarger shopping centers in <br />Mour�ds View, 5) grant a variance for a"flaating box" of signage from the top of <br />the bridge railing to 75 feet, with a condition that the variance could not be used <br />unless fihe bridge is builf and the City has six months in which to update iis Sign <br />Code. Ii the Sign Code is amended to allow a sign program, #hen the appiicant <br />could noi use the "fioating box". Direcfor Sheldon suggested that the <br />Commission fiable this ifiem untii a firmer proposai is made and more information <br />is ob#ained from the applicant. <br />Commissioner �rasaernl� wanted to make it clear that fhis variance request is <br />contingent upon the bridge being buiffi and whatever variance is passed by fihe <br />Commission needs to have fhis clause in ifi. <br />.JoAnn Colle�ra, 26�7 Cocaniy Roadl, ask�d why the parking and signs are <br />being dealf with r�ow if w� don't even know ifi fihe bridge c�f the dinner house <br />restaur�nfs wil! be builfi, ii was explair�ed fhai before the applicanf ev�n <br />considers builciing fhe restaurants, they would need to know if adequate par�ing <br />is available to inform fu�ure tenants and ii is only fhe sign request fhat is reiated <br />io the consfrucfiion of the bridge. !f wa� added that if was easier to came fo the <br />Planning Commissi�n with both of fhese iiems at once. Ms. Colleen expressed <br />her concern aboui the construction of a iigh#ed sign and the view from her <br />window. She afso expressed concern wi#h other businesses wanfing taller signs. <br />
