Planning Commiss�on Repoct <br />Silver Lake Commons Amended Development Review <br />Planning Case No. 487-97 and 504-97 <br />September 3, 1997 <br />Page 4 <br />andsca e Plan: <br />The previous iandscape plans submitted by the applicant had been reviewed Rick V4lriskey, Mounds <br />View's City Forester. Mr. Wriskey indicated that the plans are accepiabie, but did recommend that <br />any trees to be preserved be fenced during conslruction. Care must be taken to pratect the area <br />surrounding each tree equai to its dripline. No heavy machinery or eq�aipment shall enter within <br />these areas so as to protect fragile root systems. The applicant shall provide a revised iandscape <br />pian prior to City Council actio� on this request that incorporates tree plantings and shrubs adjacent <br />to fhe city-owned properiy Co create a screen between the townhomes and whatever use is <br />developed on the City-ovvned property. in additian, a not� should be added to the site plan that <br />states "alX non-landscaped pervious suYface areas to be sodded " No seeded areas will be allowed. <br />.�Itilities and Easemerrts• <br />There are water and sewer lines in both Eastwood Road and Highway lQ, therefore utilities are <br />avaiIable to the site. Easements for utilities and drainage would be dedicated to the City via the <br />minor subdivision process. If the City Engineer recommends that on-site ponding or retention <br />areas be used to handle drainage run-off, these areas shatl also be dedicated to the City as a <br />perpetual easement to guarantee future drainage is accommodated. The Fire Marshal has <br />recommended ihat a fire hydrani be located soznewhere on the property. <br />�ther Site Consideratrons: <br />The chain link fence that had been proposed along Eas�wood l�oad shaEl be moved to follow <br />the new properiy line between the townhomes lot and the City-owned parcet. The appiicant <br />will need to show how this fence will be tied in to the south end of the proposed six-unit <br />townhome building. <br />Consideration should be given to entering into an easement with the neighboring property <br />(currentiy the City) to aliow for a pedestrian access to Easrivood Road at the northeast <br />corner of the property simi�ar to what was propased in the original site plan. <br />1Vlinor° S�abaavision Analysis: <br />Process: <br />The minor subdivision process, as defined in Sectian 1201.03 and described in Chapter 1202, is <br />required in this situation ta combine the two vacant parcels south of the existing apartments into <br />one parcel for t� purposes and to eliminate the interior lot line. Because the two lots are less <br />than twa acres total, a major subdivisian is not needed. To record the minor subdivision with ihe <br />County, a Certificate of Survey drafted by regist�red Iancf surveyoc is needed. <br />
