Planning Couunission Report <br />Silverview Estates PUD Development Review and Prefiminary Plat <br />November 19, 1997 <br />Page 4 <br />The development stage plan had not received approval from the Rice Creek VJat�rshed <br />District priar ta Yhe PIanning Commission discussion on A,ugust 20. The Vdatershed <br />District approved the required permit on October 22, 1997, as reflectied in the attachment <br />to this report. <br />The City's Engineer (Rocky Keehn, SEH} has reviewed the submitted plans for drainage <br />design. His comments to the Ci�y on the drainage design are contained in a memorandum <br />dated November 11, 1997. Three issues were identified €hat will need to be addressed: <br />l�ck of distance b�iween in the ir�lei and outfet for the NiJRP pond an Lat 3, ensure ihat <br />the culver�s under the Si. Paul Waterworks right of way function properly, ar�d �nsure that <br />emergency aver�iow from the NU� pond on Loi 4 is directed away from the <br />underground �arages and toward the street. Tlaese issues are addressed as conditions of <br />approval io Plannir�� Commissian Resoiution No. 515-97. <br />While the laiest submittal included a proposed lighting plan for Lats 2 through 4, the plan <br />did not give a clear indication of fi�cture types and their location and informaiion on <br />building-moun�ed lighting. The applicant has been advised and will enake the necessary <br />adjustmenis prior to November 19. <br />Lighting information, including site photometrics, was submitted for Lot 1 at the Planning -�� <br />Commission meeting on August 24. The appiicant has been made aware, however, that <br />on-site lighting is an area of concem, particularly as to how the lighting under the canopy <br />will be shieIded downward. In an attempt to address this issue, the applicant has provided <br />staff with revised photometrics for site lighting that incorporates the use of a light ba.i�l� <br />within the canopy fi�.ures. It is staf�'s position that the light-enhancing capabilities of the <br />prism-type lenses on the canopy fxtures is not desirabte, and efforts shoutd be made ta <br />determine whether such fixtures can be recessed ir►ta the canopy or whether a shoe-box <br />type fixture should be employed. The applicant wili be prepared to address this issue at <br />the November 19 Commission meeting. <br />Snow storage areas were noi identified on the original plan, but the latest submission does <br />identify locations for snow storage. However, ihe snow storage area to the south of Lat 4 <br />is shawri within the wetland. The applicani will modify the location of this snow storage <br />area so that it is no� in the wetland. <br />ihe most recent submittal idenYifies sig�n type for Lots z through 4. �Iowever, no sign <br />detail was submiited for Lot 1. The Pianning Corrunission requested at its August 20 <br />meeting that the free-standing si�n for the Holiday 5tationstore inciude brick columns ihat <br />flank ihe t�� area af th� si�n, similar to the brick columns used ipr si�ning on Lots 2, 3 <br />and 4. The applicant has provided this infarrnation which is attached to this report. In <br />addition, the appIican� wil] a.ffix 10' sign setbacks on the sit� pIan. <br />
