<br />. <br /> <br />. <br /> <br />. <br /> <br />Resolution No. 5.+62 <br />August 14. 2nOO <br />Page 2 <br /> <br />\VHFREAS. on January 10.2000. the City COllncil orthc City or Mounds Vicw <br />approved Resolution 5-1-0l) which gave authority to TOLD to submit an application ror a Planned <br />Cnit Developmcnt inclusivc of City-owned propcrty; and. <br /> <br />\VHEREAS, the City Council held a public hearing relative to this rcquest on August 14. <br />1000; and. <br /> <br />\VIIEREAS. the City Council makes the following tindings regarding the criteria 1l..1r a <br />Pl:D zoning designation as identified in Section 1115.01 Subd. I.e. of the Mounds View <br />Municipal Code: <br /> <br />( I ) Relationship to Municipal Comprehensive Plan <br /> <br />The proposed uses are consistent with the Comprehensive Plan as recommended for approval by <br />the Planning Commission. The site is designated for a Community Commercial use. The plan <br />defines such a use as a "Land use principally engaged in the provision of goods or sen'ices with a <br />primary service to the community:' Examples of such uses would include retail and serviee- <br />oriented businesses such as banks. drug stores. restaurants. veterinary clinics or day care centers. <br /> <br />(2) <br />(3) <br />(4) <br /> <br />The geographical area inyol\'CC1. <br />Whether sueh use will tend to or actually depreciate the area in which it is propOSed, <br />The character of thc surrounding area. <br /> <br />The surrounding area is dominated by municipal activities, such as City lIall. the Community <br />Center and the Public Works building: commercial activities. such as Wynnsong Theatre and <br />Donatelk's Supper Club: and natural open space areas. Separated by an expanse of open space <br />to the east is a single-ramily home subdivision. Gi\'en the separation or distance, it is not <br />expected that the single-ramily homes \yould be depreciated or impacted in any way. The general <br />area in recent years has become the heart or Mounds Vie\\' with the development of the IS-screen <br />mo\ie theatre and construction orthe Community Center. It is believed that a Walgreens and <br />proposed restaurant development \-vould be consistent \\ith and complementary to the immediate <br />area, <br /> <br />(5) The demonstrated need for the LIse. <br /> <br />The applicant's client feels strongly. given Mounds View's existing and anticipated <br />demographical composition, that this area \vould be an appropriate and suceessfulloeation 1'01' a <br />neighborhood-oriented \Valgreens. Regarding the proposed restaurant. previous markct research <br />and resident surveys have indicated a strong support and desire for additional non-hlst rood <br />restr.urant choices. <br /> <br />WHEREAS. the City Council finds that this proposal satisfies the purpose and intent of a <br />PUD as stated in Section 1110.01 of the Mounds View \tlunicipal Code ill fha/the proposal <br />contemplates the overall development of these properties and provides for an appropriate mix of <br />complementary Llses adding to the vitality o/'the City Center; and. <br />
