Pazk Commission Minutes -2- Pebru�ry 23, 1978 <br />Discusaian [hen began on the park dedication fee for <br />Northcrest Park. The owners fel[ [ha[ ehe park charge <br />should be elimina[ed because of the fol.7.owing reaeons: <br />1. Pro�er[y in ques[ion had gone [hrough a zoning <br />change from general business/shopping center <br />diatrict and general high denei[y reeiden[ial to <br />light coumercial, high density residential. <br />2. The zoning change caused an additional $30�000.00 <br />in planning cos[s. <br />3. 2oning change caused delay in their building [imellne. <br />4. The nev zoning change made [hem eubdivide which <br />in [urn brought on [he park charge. <br />After the visitor presentation� [he Commiasion discuseed <br />the Park Dedication Charge as it relates to the Northcrest <br />Park plot. <br />Yollowing the diacueaion; Commissioner Haake made a motion <br />to recommend to [he City Council [ha[ the Northcrest Park <br />Plo[ should be aeaeased [he full l0Y Park Dedica[ion fee as <br />outlined in Ordinance 42.13 Subdivision 5. The motion was <br />seconded by Co�mnissioner Fedoc. The mo[ion pasaed. <br />Ayea 4 <br />Nayes 0 <br />Five Year Staff dis[ributed a memo ou[lining some ques[ions and future <br />Capi[al ImpTOVe- prohlem areas that the Commission should address. S[aff and <br />ment Plan Commission then discussed the value of a five year Capital <br />Improvement Plan as 1t relates to long range plana. <br />Staff ahowed [he Co�ission two examples of a long range <br />Capital Improvesen[ Plan that had been developed by <br />neighboring mwicipalities. <br />Following further diacus::ion a motion was made by Commiesioner <br />Naake to direc[ staff [o begin developmen[ plana for a <br />Comprehenaive Park and Open Space Plan. The motion was seconded <br />by Commissioner Cop13n. The motion paseed. <br />Ayes 4 <br />Nayes 0 <br />Ac[ing Chairperson Burmels[er then recommended Chat any <br />formal action should be tabled on the Five Year Capital <br />Improvement Plan pending addi[ional background informa[ion. <br />Fence a[ S[aff presented a report recomm�nding tl�at a 100' fence should <br />Groveland be ins[alled . Four feet in height from the backstop to <br />just weat of Mr. Odas New[on's garden at Groveland Park. <br />Following Co1mniseion discussion; a motion was made by Acting � <br />Chairperson Burmeister, seconded by Commtasioner Coplin [o <br />� .:-. installar������ ef rhr f������--� nt th!sHme.
