Nat <br />all hfkewaya are intentletl to be shown an this <br />plen, and municipalities are encoureged to <br />develop locel systems to serva their own neetls <br />entl to pmvide links to the metropoliten system. <br />RELATIONSMIP TO THE REGIONAL <br />THAILS POUCV PLAN <br />Thic proposed amendment on bicycle and <br />petlestrien systams is intended ta suOP�ement <br />antl ezpand upon the Trensportation Policy <br />Plan, focusinB P�marily on destination-oriented <br />purposeful Vips. A need has also been identified <br />for a systam of regional trails to serve tha <br />verioua motles of recreationel travel, including <br />the bicycle mode. To ful�ll this need, a Regional <br />Trail Plen is also being O�epared by the <br />Metropolitan Council ro aupplement the Recrea- <br />tion Opan Space Policy Plen. Two major objec- <br />tivec of the Regional Trail Plan are to provide a <br />system of re0�onal trails that will link com- <br />ponents of the Regional Recreation Open Space <br />Plen end/or naWml recreation resources end ro <br />provide e systam oi reB�anal trails for recrea- <br />tionel uee with cansideration B��en ro iranspor- <br />tetion. Since meny irail corritlors in both ihe <br />Regionel Trail Plan anA this emendment sarve <br />bOth trBneportation antl recreetionel functions, <br />Ihe two plane are beinB daveloped to comple- <br />meni aBCh other. <br />The MetroOOliten Bicycle Syatam Plen antl the <br />ReBional Trail Plen were coortlinatetl in tlevelop- <br />ment oi Dolicien antl syetem plens far bikaway <br />slaments. Thie metropoliten 6ikeway plan, with <br />ite emphesb on bikee as e franaportafion motle. <br />is concenttatetl within the Urban Service Area. <br />This teawre racognizes the incraeseG rale ot <br />ttenspanatian by bicYCles in the urbanizetl area. <br />Althoueh it gives cansideration to transporta- <br />tion, the Fegianal Trail Plan, on the other hand, <br />is primarily besed on the recreationel ezperience <br />and the connection af Regionel Recreation Opan <br />Spece areas throughout the Metropolitan Area. <br />Analyzing the two system plans shows that the <br />bikeway plan defines more corritlors within the <br />Urban Service Area. The ReB�onal Trail Plan, on <br />the othar hand, itlentifies a portion af these <br />sama corritlors within the Urben Service Area <br />antl defines edditianal coni0ore outsitle ic Thesa <br />latter Regional Trail Plen corridors outside the <br />Urban Service Area ere also inclutled in the <br />bikaway plan. <br />GUIDELINES FON DESIGN <br />The intent of this section is ta provide guideiines <br />to loeel cammunities antl othar agenoiea in ihe <br />phYSical development ot bikaways. <br />Bikeways ahould 6e IoceteE to provitle a esie, <br />high-qualiry biking experience. Routes selettetl <br />shoultl be the safest antl most diract routes, <br />maximizing contact with ectivity centers while <br />maintaining a pleasing cY�ling environment. <br />Bikaways and pedestrian ways ehould be desi8n- <br />ed ro 6e compatible with their enrironment. <br />Wawever, the Beometrics antl meinMnence of a <br />bicYCla or petlestrien facilify shouM encourage <br />its use in tomparison to parallel facilitiee which <br />were not tlesigned with the hicyclist or <br />petlestrian in mind. <br />Bikeway and pedestrian ways shoultl generelly <br />utilize low-volume ihrouph streaffi.
