-2- <br />Richard Kaiser, Jaycees President, requested <br />tliat communications remain open between the <br />Commission and Jaycees relative to Ardan Park ,..,,. <br />development. <br />{Vhite Oak Home- Director Ander�nn reviewed the 1Y}lite Oak Home- <br />owners Assoc. owners Association Yrojeci as 1e�,�rrcia ,r. t.._ <br />Project Commission packets. Director Anderson expressed <br />concerns for possible problems with the future <br />development of Random Park, city liability, current <br />holding pond usage, and state, county and city <br />requirements were also concerns of staff. <br />Mr. Foster explained that the Association is <br />required to obtain city approval of the project <br />before the Rice Creek Watershed Distr'sct will <br />even consider the project. <br />After discussion of the proposal as reviewed in <br />the Commission packets, the Commission raised <br />several questions. 1. What is the City's liability?, <br />2. Will the water table ra'sse in the area around <br />Random Park?, 3. Are tliere alternative methods?, <br />4. Has a topography study been done?, 5. Can the <br />process be spread out over time?, 6. How long will <br />the draining last?, 7. Have there been ar�y pre- <br />cidents?, 8. Has there been a soil test completed?, <br />9, iYill an environmental impact statement be needad?, <br />10. What is the best time to da this project?� ' <br />11. Has the city a title on Random Park?, 12. What <br />is the reaction of the surrounding homeowners? and <br />13. Are there alternative dumping sites? <br />After long discussion it was agreed that additional <br />information is necessary. The Commission expressad <br />concern for the project dumping at Random Park but <br />was receptive to the Silver View Park dumping site. <br />Motion was made by Commissioner Kuluvar to table <br />the issue until further research nnd information <br />can be formulated on the Random Park titlo, Environ- <br />mental Impact Report, nature of the sediment, its <br />size and type, the impact on the storm sewar system <br />and further study into the Silver Viow dumping site. <br />The motion was seconded by Commissioner Fedot'. Tha <br />motion passed unanimously.
