Basically, <br />CoiateSl staff will somment on whether the local comprehensive plan !s <br />a�squate i=r ��.eating a local recreation open space aystem that meets <br />the local recreation needs of tha co�unity. Thia section of the hand- <br />book will discuss the components of preparing and implementing a local <br />recreation open epace aystem plan, .. , <br />RECREATION OPEN SPACE PLAN CHARAOTERISTICS <br />Recreation open space planninq ia not a separate process. It <br />requires iategration with transportation, wa'ter resonrcea, land-�ase, <br />health, education and other kypes of planning to achieve the optimum <br />allocation of resources. It is important for all planning to be based <br />on :.: , same demographic, socioeconomic and other selated data to <br />provlde for coor8inated development, redevelopment and preservation. <br />The recreation open space element of local comprehensive plans <br />should have the followinq characteristics: <br />1) COMPREHENSIVE. The element should address all recreational � ' <br />activitiee, resourees, facilities, programs, and services within <br />t1�e coc�iutity. All segments of the population such as the <br />elderly, handicapped,.youth and other groups shoulci be considererl <br />when developinq the recreation plan. The plans of the conmunity <br />shoul8 be coordinated with adjacent community, countp, regional � <br />and state reareation plans. The primary concern of the commun- <br />ity is the satisfaction of local needs, however, i:: nhould <br />consi8er the provision of servicea and facilitiea of reg:..c,:.al <br />importance. <br />2) ATTENTIVE TO PRESENT AND FUTURE RECREATION NEEDS ANp PARTICIpATION <br />TREN�S. The plan should contain qoals, objectives, policies, <br />otaa8ards and programs which will satisfy existinq and foreaeen <br />local recreational service demand throuqh 1990. The plan ehould <br />go beyon8 the use of projectinq present trends to 1990 and ahoul8 <br />attempt to forecast the changing recreation demands of Y.he com- <br />munity by analyzing the changes in its population. For example, <br />an expea:e8 population increase of senior citizens in the com- <br />„� munity will place 8�taitional demands on"1oca1 recreati�n servicca <br />..� <br />
