� An emex�gency ordinance rmist be approved by a m3jority of available aembers of the <br />city councll. M emergency ordinance must be in writing but may be enacted without <br />previous riling or wting, and m�y be passed finally at the meeting at which it is <br />£lrst Intmduced and wted upon by the coimcil. M e�rgency oxdinance shall remain <br />Sn ef£ect for the duration of the emergency and shall become wid when the emergency <br />no longer e�cists. No prosecut=�n shall be 6ased upon the provisions of an emergency <br />oxdinance �til 24 ho�ss after the ordinance has been passed, riled wlth the city <br />clerk, and has either been posted in three conspicuous places in the city, published <br />as pmvided for in this Charter, or, the person charged with violation thereof had <br />aetual notice of the ordinance prior to the act or omission resulting in the pros- <br />ecution. <br />Sec. 3•07. Procedure on Resolutions. Every resolution sha11 be presented in <br />writing and mad in flil.l befoze adoption. <br />Sec. 3•08. Sigilng and Publication of Oniinances and Resolutions. Every osdinance <br />or maolution passed by the coimcil shall be signed by the mayor, and attested to, <br />Piled and preserved by the city clerk. Every oxdinance shall be published at least <br />aice in the ofriclal newspaper. 'lb the extent and in the maruier provided by law, <br />en ox+dinance m�y incozporate by mference the following published msterial, or part <br />ttiereof, without publlshSng the rt�terial in fLll: (a) state'laws, (b) state admin- <br />Sstrative rules or regulations, (c) state or miud.cipal codes, or, (d) mudcipal ordinences. <br />Sec. 3•09. When Ordinances and Resolutions take Effct. Every resolution and <br />emergency oxrlinance shall take effect imrediately �on its passa� or at such later <br />date as St apecifles. Every other ord7nance shall take effect 30 d�ya after approval <br />or at auch later date as St speciries. <br />-6- <br />
