CITY OF A;A?LE G]:OVF. <br />PTiRKS AND R};CY.F.ATION ROP.RD <br />" POLICY FOR FF,F.S nrD CIiAFGES <br />The tdaple Grove Parks and Recreation Board recoynizes that the provi- <br />sion of recreational programs and facilities are a r.ecessary govern- <br />mental function. The Roard bases this premise upon two fundamental <br />principles. First, becavse recreation and facil.ities contribute to <br />the health, safety, r.iorals and general well-being of tbe people, :tE <br />becomes a responsibility of government, as does health� ed�cation .�:�d <br />law enforcement programs. Second, a function of government is tn � <br />help the residents of N.aple Grove to do recreationally what they ::ecd <br />and taant to do but could not do privately, and therefore, u.rould ba <br />deprived of recreational opportunities, � . <br />The Soard's traditional approach to puUlic parks and�recreation rests <br />on the basis that its programs and its facilities should be available <br />to all the residents of Maple Grove and designed to meet their leisare <br />time recreational needs. � <br />GENY,RpL STA4'EMENTS REGARDING FINANCING <br />The prevatent pattern utitized in financing the fundamental public <br />recreation and facility cndeavor is based uyon a dependahle source <br />of income. In yeneral, the aLministrative operations of parks �" <br />and recreation is financed through City general £unds. In addi- �:r� <br />tion, when residents benef.it directly irom participation in <br />specialized recreation programs or facilities it has become � <br />standard procedure for the Board to assess fces and charges. , F. <br />Some authorities have considered such fees and charges an casy '� <br />source of revenue and have advocated a rather general applica- 'j <br />tion of a policy of charging whenever possible. Others bave :�i�� <br />felt that snch a policy is neither sound or justified.
