City Park System Memo 70/17/79 Page 2 <br />cortmunity involvement and general awareness of residents in City wide <br />issues such as storm water management, Charter Commission, and the <br />annual budget preparation. <br />4. The City is currently involved in the development of a Coirprehensive <br />Parks and Open Space Study which will provide current and relevant <br />data as to the needs and wants of the City residents. <br />5. Silver View Park is now reaching the final development stages which will <br />be a key element to the City Park System because of its acreage, facilities, <br />and central location. <br />6. The City is currently involved in the development af a Joint Powers <br />Agreement with the school district regarding the future development> <br />operations, and maintenance of all City/School park co�lexes. <br />7. The future of revenue sharing funds is in question> as it appears that <br />all federal subsidies will be either eliminated or severely reduced in <br />future years. <br />8. The Park and Playground Fund has little potential of growth because the <br />City is currently 75% developed; and of the areas currentty available for <br />devetoprtent, there is considerable question as to whether the existing <br />City storm sewer system and soil conditions could accomnodate additional <br />growth. <br />With the aforementioned background, I hereby submit the following 7ist of <br />goals and objectives for the establishment of the Comprehensive Parks and Open <br />Space Study in the City of Mounds View: <br />1. It shall be the policy af the Mounds View Parks & Recreation Commission to <br />establish, expand and improve leisure opportunities and facilities which the resi- <br />dents of Mounds View can not supply themselves or which it is in the best interest <br />of the people for the City to provide. <br />2. That a11 City park and open space facilit5es shall serve the varSed leisure <br />opportunities and needs of a11 Mounds View residents regardtess of age, sex, creed, <br />
