Goal 2: Provide safe, healthy, and attractive residential environments that offer a broad and <br /> full choice of housing opportunities to meet the needs of all segments of the <br /> population. <br /> Goal 3: Encourage a creative approach to the use of land and related residential <br /> development. <br /> Goal 4: Protect residential land uses that are impacted by noise in the vicinity of the Anoka <br /> County-Blaine Airport. <br /> Commercial Land Use & Goals <br /> Mounds View has a relatively low percentage of commercial development. The commercial tax <br /> base of the city should be expanded to provide additional desirable commercial uses in Mounds <br /> View to provide products and services to Mounds View citizens. The County Highway 10 <br /> corridor is the most appropriate place for commercial tax base expansion to occur. <br /> The Mounds View land use plan establishes a hierarchy of four commercial land use types. The <br /> lowest intensity commercial land use designation is neighborhood commercial which would allow <br /> for uses intended to serve the daily convenience shopping needs of individual neighborhoods. The <br /> next level of commercial land use is community commercial. Community commercial uses <br /> provide products and services to the community as a whole. Regional commercial uses provide <br /> products and services to customers beyond the City's boundaries as well as to the community as a <br /> • whole. The fourth and most intensive commercial land use type is the highway commercial land <br /> use designation. These uses are primarily oriented to the pass-through auto user and include fast <br /> food restaurants, gas stations, and auto accessory stores. They typically generate relatively high <br /> traffic levels and should be located along arterial roadways. <br /> There is a very limited number of pure office uses in Mounds View. Office uses are typically <br /> found in light industrial business park buildings. Existing office uses are small one story <br /> professional buildings. Additional office buildings could be an important way to expand the City's <br /> tax base and provide additional high quality jobs with potentially less impact on adjacent <br /> neighborhoods and roadways than with commercial uses. <br /> Goal 1: Commercial development along County Highway 10 shall be considered in order to <br /> provide a broad tax base and expanded employment base in Mounds View. <br /> Goal 2: Provide safe, convenient, attractive, and accessible commercial development within <br /> Mounds View. <br /> Goal 3: Major retail sales and services will be developed in planned and concentrated <br /> centers. <br /> Goal 4: Maintain small neighborhood commercial areas, located in accordance with the <br /> comprehensive plan in locations that will best serve residential areas. <br /> S <br /> Page 6 <br />
