General Land Use & Goals <br /> • The intent of Mounds View's land use element is to show the use of land and water including <br /> lakes, wetlands, natural drainage courses, and adjoining land areas that affect natural water <br /> resources for residential, commercial, industrial, and other public and private purposes. This <br /> element describes the overall land use pattern and how it is related to the community's future <br /> housing needs, environmental conditions and protection, surface water management and historic <br /> preservation as required by state statutes and Metropolitan Council guidelines. <br /> Goal 1: Maintain a cohesive land use pattern that ensures compatibility and functional <br /> relationships between activities and uses. <br /> Goal 2: Preserve and protect property values. <br /> Goal 3: Ensure that community development is compatible with features of the natural <br /> environment and is accommodated without destroying desirable environmental <br /> features and natural amenities. <br /> Goal 4: Prevent development that is not accompanied by a sufficient level of supportive <br /> and service facilities (utilities, parking, access, etc.). <br /> Residential Land Use & Goals <br /> • Residential development will continue to be the primary type of land use in Mounds View. The <br /> established residential land use pattern should be maintained and enhanced to provide a quality <br /> environment for all density conditions and for all housing types. Within this context, low-density <br /> single-family detached neighborhoods are to be preserved. However, in order to provide additional <br /> housing opportunities and to ensure environmental quality, medium-density single-family attached <br /> housing should be introduced to provide a transition between these neighborhoods and existing or <br /> new higher intensity multifamily or commercial uses. This should be done in appropriate areas <br /> through redevelopment of individual parcels or through larger mixed use planned unit <br /> developments. <br /> All new larger scale residential development should be undertaken on a planned unit development <br /> basis. This should be done not only to help ensure that the type of high quality development <br /> desired by the community occurs, but to take maximum advantage of the limited amount of vacant <br /> land remaining in the community. In areas that contain land of marginal development quality, <br /> cluster type development should be utilized to reduce site work and prevent destruction of <br /> sensitive areas. <br /> In all cases, residential development should be adequately buffered from adjacent commercial <br /> development. This does not preclude the possible removal of a limited number of existing <br /> residential uses which are inconsistent with the adopted future land use plan to provide for better <br /> transitions between residential and commercial uses. Development standards should be strictly <br /> enforced for all use types to ensure that a satisfactory environment is created. <br /> Goal 1: Preserve the identity de trty and improve the quality and appearance of existing <br /> neighborhoods. <br /> Page 5 <br />
