Mounds View City Council August 8, 2016 <br />Regular Meeting Page 5 <br /> <br />Council Member Meehlhause wished Craig Swalchick well in his new position and thanked him <br />for the outstanding work he conducted on behalf of the City of Mounds View. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />F. Introduction and First Reading of Ordinance 927, an Ordinance amending <br />Title 1100 of the Mounds View City Code, Chapters 1102, 1103 and 1106 <br />relating to Accessory Dwelling Units. <br /> <br />Planner Sevald requested the Council introduce an Ordinance amending Title 1100 relating to <br />accessory dwelling units (ADU). He reported this matter has been discussed by both the Council <br />and Planning Commission. He explained the intention of this amendment would be to allow <br />residents to continue to age in place. He provided further comment on the proposed regulations <br />for ADU’s and noted a rental license would be required. <br /> <br />Mayor Flaherty asked if ADU’s would have separate water and gas. Planner Sevald stated the <br />Ordinance amendment would not require ADU’s to have separate water and gas. <br /> <br />Mayor Flaherty questioned if ADU’s would have a separate address. Planner Sevald reported <br />this would not be the case for internal units, but believed ADU’s with a separate access point <br />would benefit from a separate address. <br /> <br />MOTION/SECOND: Gunn/Hull. To Waive the First Reading and Introduce Ordinance 927, an <br />Ordinance amending Title 1100 of the Mounds View City Code, Chapters 1102, 1103 and 1106 <br />relating to Accessory Dwelling Units. <br /> <br />Council Member Meehlhause thanked Planner Sevald and the Planning Commission for all of <br />their efforts on this Ordinance amendment. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />G. Second Reading and Adoption of Ordinance 922, an Ordinance Amending <br />Chapter 105 of the City Code to Increase Mayor and Council Member <br />Annual Compensation (ROLL CALL VOTE). <br /> <br />City Administrator Ericson stated this item was first discussed by the Council at their June <br />worksession meeting. He explained this matter was brought about after it was determined the <br />Council and Mayor had not received a raise in pay in 10+ years. He reviewed the process that <br />must be followed in order to increase the Council and Mayor compensation. He discussed the <br />compensation being paid to neighboring communities’ elected officials. Staff described the <br />proposed pay increase noting it would not take effect until January 1, 2017, and recommended <br />the Council adopt Ordinance 922. <br /> <br />MOTION/SECOND: Flaherty/Meehlhause.
