Mounds View City Council June 23, 2014
Regular Meeting Page 4

D. Resolution 8271, Adopting the Reporting Performance Measures.

Finance Director Beer discussed a legislature change to standard reporting performance measures
with the Council. He noted the City would be receiving 14 cents per capita or $1,700 as a part of
the program. He commented the new standards require the City adopt a Resolution for the
Reporting Performance Measures.

Council Member Mueller was proud of the Mounds View Police response times as shown on the
performance measures.

Mayor Flaherty agreed and discussed the Fire Department response times in further detail.

MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8271,
Adopting the Reporting Performance Measures.

Ayes – 5 Nays – 0 Motion carried.

E. Resolution 8273, Approving a Service Contract for HVAC Equipment
Maintenance with Trane.

Public Works Director DeBar stated the City owns and operates 13 buildings with HVAC units.
The City Hall and Community Center had the most complicated units. He indicated these units
required preventative maintenance and were operated by the building automation system. He
commented that the City did not have personnel qualified to maintain these units and for this
reason, a service contract was being recommended. He discussed the success the City has had
with Trane in the past. Staff recommended that the Council approve a five-year service contract
for HVAC equipment maintenance with Trane. The expense of the yearly contract was reviewed
in detail with the Council.

Council Member Hull questioned if Architect Mechanical, Inc., had submitted a bid for services.
Public Works Director DeBar stated this has not been completed. He commented that staff has
had better luck with the representatives from Trane than from Architect Mechanical, Inc.

City Administrator Ericson recommended a language change to the Resolution based on City
Charter.

MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8273,
Approving a Service Contract for HVAC Equipment Maintenance with Trane, as amended by
staff.

Ayes – 5 Nays – 0 Motion carried.
