Resolution 8230, Authorizing Barr Engineering to Perform Phase 1 Sediment Sampling for Silver View Pond. Public Works Director DeBar stated as a requirement of the City’s MS4 permit, the City had to manage, operate and maintain its stormwater system in a manner that reduced discharged pollutants to the maximum extent practical. He reported Silver View Pond was excavated in 1982 to accommodate stormwater management or a 146-acre development. This pond has three distinct arms and, over the years, the permanent storage area has filled with sediment. Public Works Director DeBar indicated the MPCA recommends that stormwater ponds be evaluated for sediment removal when the pond volume is reduced to 50%. This occurs roughly once every 30 years. He indicated the Council authorized Barr Engineering to complete a sediment survey in 2012. At that time, Barr Engineering determined that Silver View Pond was 38% full of sediment. Staff briefly discussed the estimated expense for the dredging of Silver View Pond and recommended the Council authorize Barr Engineering to perform the Phase 1 Sediment sampling. He explained the City had funds available to cover the expense of the sampling. He reported that after the testing was completed, the Council could evaluate when the pond would need to be dredged and could apply for grants to assist with the expense. Council Member Mueller questioned what information the City would gather from the testing results and asked how long test results would stand. Public Works Director DeBar explained the test results would provide the Council with information on the type and classification of the sediment in the pond. Staff further discussed the benefits of knowing the classification of the sediment within Silver View Pond noting the expense for dredging would also be greater understood. He believed that based on past experience with the PCA, the samples taken in 2014 could be used for future dredging. Mayor Flaherty inquired what information Barr Engineering would provide the City from the samples. Public Works Director DeBar indicated the report from Barr Engineering would explain where the samples were taken from the pond, an estimation of when the pond should be dredged, a cost estimate for dredging, and what future work may be required on the pond. Mayor Flaherty expressed frustration with the 21% increase in the expense for the sample testing. He requested staff speak with Barr Engineering regarding this matter. Council Member Meehlhause asked if the amount of sediment within the pond affected the expense of the dredging. Public Works Director DeBar reported there was a direct correlation between the amount of sediment that would need to be removed and the expense. Council Member Meehlhause stated the $1-$2 million expense for dredging this pond was a huge expense given the fact the City only has a $5 million yearly budget.
