To Waive the Second Reading and Adopt <br />Ordinance 910, an Ordinance Approving a Cable Franchise Agreement with CenturyLink, <br />supporting the Findings of Fact and authorizing staff to publish the Ordinance summary <br /> <br />Mayor Flaherty supported additional competition coming into the cable market. <br /> <br />ROLL CALL: Gunn/Hull/Meehlhause/Mueller/ Flaherty. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing: Resolution 8467, Amending and Restating <br />Resolution 4532, an Enabling Resolution Establishing the Mounds View <br />Economic Development Authority under Minnesota Statues, Section 469.090 <br />through 469.108. <br /> <br />City Administrator Ericson requested the Council adopt a Resolution that would allow the EDA <br />to levy additional dollars. He understood the EDA was interested in finding ways to levy <br />additional dollars. He discussed the options available to the City and explained that after <br />speaking with the City Attorney regarding this matter, the enabling language would need to be <br />amended. He recommended the Council amend and restate the enabling Resolution in order to <br />allow the City to adopt an EDA levy in the future. <br /> <br />Mayor Flaherty opened the public hearing at 7:43 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:43 p.m. <br /> <br />City Attorney Riggs advised that there were a number of EDA’s that were set up without HRA <br />powers. First Reading of Ordinance 911, an Ordinance to Consider Revising Section <br />502.12, subd. 2 of the Liquor Code Relating to Sunday Sales. <br /> <br />Assistant City Administrator Crane discussed the current requirements within the liquor code <br />relating to Sunday sales. She requested the Council introduce an Ordinance that would raise <br />Section 502 of the City’s Code and would coincide with State Statute, allowing businesses that <br />hold a Sunday liquor license to be open from 8:00 a.m. to 2:00 a.m. on Sundays.
