Mounds View City Council December 14, 2015 <br />Regular Meeting Page 2 <br /> <br />Mayor Flaherty opened the public hearing at 7:05 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:05 p.m. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8488 <br />Adopting the 2016 Tax Levy. <br /> <br />Mayor Flaherty thanked Finance Director Beer and the entire Finance Department for their <br />assistance in drafting the 2016 tax levy and budget. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />2. Resolution 8489 Adopting the 2016 Budgets for All Funds <br /> <br />Finance Director Beer reviewed the 2016 budget with the Council and recommended approval. <br /> <br />Mayor Flaherty opened the public hearing at 7:07 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. <br /> <br />Council Member Meehlhause asked what the final deficit number would be for 2016. Finance <br />Director Beer reported the deficit would be $80,000. <br /> <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8489 <br />Adopting the 2016 Budgets for All Funds. <br /> <br />Council Member Meehlhause supported the budget and the process followed by the City Council. <br />He explained he was uncomfortable with the deficit from 2015 but understands this was not due <br />to staff overspending, but rather due to costs out of the City’s control. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. 7:00 p.m. Public Hearing Second Reading of Ordinance 911, an Ordinance to <br />Consider Revising Section 502.12, Subdivision 2 of the Liquor Code Relating <br />to Sunday Sales (ROLL CALL VOTE). <br /> <br />Assistant City Administrator Crane indicated that establishments with a liquor license, are <br />currently able to serve liquor on Sunday’s from 10:00 a.m. to 2:00 a.m. She reported in May of <br />this year, the state law was amended to allow for the sale of liquor on Sundays to be from the <br />hours of 8:00 a.m. to 2:00 p.m. for those establishments that also serve food. She indicated the <br />proposed Code amendment would align the City’s Code with State Statutes. She stated the <br />Council held a first reading of the code amendment on November 30th. Staff recommended the <br />Council hold a Public Hearing, take comment and adopt Ordinance 911. <br /> <br />Mayor Flaherty opened the public hearing at 7:13 p.m.
