Mounds View City Council January 26, 2015
Regular Meeting Page 4

Acting Public Works Director Peterson explained that part of the Public Works responsibilities
was to oversee and maintain the City’s stormwater infrastructure. In addition, the City had to
remain in compliance with the MS4 permit, which meant debris has to be kept from local lakes
and streams. The City has elected to address this issue by sweeping its streets six or seven times
each year. He reported that the current sweeper was in need of major repairs. For this reason
Staff recommended the Council approve the purchase of a Tymco 500X Street Sweeper in the
amount of $215,582. It was noted staff budgeted $210,000 for this expense.

Council Member Meehlhause asked why this item was not sales tax exempt. Finance Director
Beer reported the State viewed street sweepers as a vehicle and vehicles are not under the same
tax exempt State Statute. Therefore, the City had to pay sales tax for the street sweeper.

MOTION/SECOND: Meehlhause/Hull. It was noted staff budgeted $115,000 for
this expense.

Acting Mayor Mueller asked if staff would be trained on how to use the new mowers.
