Mounds View City Council September 28, 2015 <br />Regular Meeting Page 2 <br /> <br />7. COUNCIL BUSINESS <br />A. 7:00 p.m. Public Hearing: Resolution 8457, a Resolution to Consider a <br />Residential Kennel License for Courtney and Chris Hansen, located at 2364 <br />Laport Drive. <br /> <br />Acting City Administrator Crane requested the Council consider a residential kennel license for <br />Courtney and Chris Hansen to allow them to have four English Springer Spaniels. She reported <br />that the Hansen’s yard was now fully fenced. She commented that the City has received no <br />complaints regarding these animals. Staff noted that proper notification had been made for this <br />item and recommended approval of the request. <br /> <br />Mayor Flaherty opened the public hearing at 7:08 p.m. <br /> <br />Frank Blasiak, 2361 Laport Drive, asked if the property could have additional animals onsite and <br />if there would be pickup and drop-off of pets. Acting City Administrator Crane described the <br />differences between a residential and commercial kennel license. She explained the Hansen’s <br />were applying for a residential kennel license, which would allow them to have four dogs on <br />their property, and no more. She indicated the property would not be used as a commercial <br />business. <br /> <br />Courtney Hansen, 2364 Laport Drive, explained her four English Springer Spaniels were show <br />dogs. She commented that her dogs were also used as therapy dogs. <br /> <br />Mike Szczepanski, 2385 Laport Drive, questioned what City Ordinance addressed pet and kennel <br />requirements. Mayor Flaherty reported Ordinance 890 set the licensing, kennel and pet limits for <br />the City of Mounds View. <br /> <br />Hearing no further input, Mayor Flaherty closed the public hearing at 7:14 p.m. <br /> <br />Mayor Flaherty reviewed an email that was sent to the City Council stating opposition to the <br />kennel license. <br /> <br />Council Member Mueller questioned how long the Hansen’s have lived in Mounds View. Ms. <br />Hansen reported she closed on her house on August 19 th . <br /> <br />Council Member Mueller asked if the animals were family pets. Ms. Hansen indicated this was <br />the case. <br /> <br />MOTION/SECOND: Mueller/Gunn. To Waive the Second Reading and Adopt Resolution <br />8457, a Resolution to Consider a Residential Kennel License for Courtney and Chris Hansen, <br />located at 2364 Laport Drive. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />
