Mounds View City Council September 28, 2015 <br />Regular Meeting Page 3 <br /> <br />B. 7:00 p.m. Public Hearing: Resolution 8458, a Resolution to Consider a <br />Transfer of Ownership for an Off-Sale Intoxicating Liquor License for <br />Menbe, Inc. (doing business as ABC Liquor) to M.D. Liquors, located at 2840 <br />County Road 10. <br /> <br />Acting City Administrator Crane requested the Council consider a transfer of ownership for an <br />off-sale intoxicating liquor license for ABC Liquor. She reported a public hearing was required <br />for all transfers of ownerships. It was noted that Menbe, Inc. has a purchase agreement with M.D. <br />Liquors and was requesting transfer. She reported M.D. Liquors has submitted all necessary <br />paperwork and fees. Staff recommended approval of the request contingent upon a satisfactory <br />background check. <br /> <br />Mayor Flaherty opened the public hearing at 7:20 p.m. <br /> <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:20 p.m. <br /> <br />Council Member Gunn asked if the space would be rented or owned. Mark Henagar, M.D. <br />Liquors, reported that a purchase price for the building could not be agreed upon, so he would be <br />renting the space. He discussed the renovation plans he had for the interior and exterior of the <br />building. <br /> <br />Council Member Mueller questioned if Mr. Henagar had experience operating a liquor store. Mr. <br />Henagar explained this would be his second store. He noted his first was opened in Crystal, <br />Minnesota. <br /> <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8458, a <br />Resolution to Consider a Transfer of Ownership for an Off-Sale Intoxicating Liquor License for <br />Menbe, Inc. (doing business as ABC Liquor) to M.D. Liquors, located at 2840 County Road 10, <br />contingent upon a satisfactory background check. <br /> <br />Mayor Flaherty asked if Mr. Henagar would continue to pursue the purchase of the building. Mr. <br />Henagar commented that he would continue negotiations stating that he believed the current <br />asking price was too high. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />8. CONSENT AGENDA <br /> <br />Mayor Flaherty asked to remove Item 8C. <br /> <br />A. Set a Public Hearing for Monday, November 9, 2015, at 7:00 p.m., to <br />Consider Approval of the 2016 Fee Schedule. <br />B. Set a Public Hearing for Monday, October 12, 2015, at 7:00 p.m., to Consider <br />a New Chicken and Duck Keeping License at 5084 Long Lake Road. <br />C. Resolution 8456 Closing the DARE Special Revenue Fund.
