Resolution 8790, Declaring the Necessity for an Additional Tax Levy and <br />Setting a Public Hearing to Consider Appropriate Ballot Language. <br /> <br />Assistant City Administrator Crane requested the Council declare the necessity for an additional <br />tax levy and setting a Public Hearing to consider the appropriate ballot language that would allow <br />the City Council to add one Police Officer to the Mounds View Police Department. She <br />described the process the Council would have to follow and noted the election would be held on <br />November 7th. She recommended the Council set the Public Hearing for Monday, July 24, 2017 <br />at 6:00 p.m. <br /> <br />Council Member Meehlhause clarified the Charter required the additional tax levy due to the <br />current levy limits. Assistant City Administrator Crane reported this was the case. <br /> <br />Mayor Mueller asked if a certain percentage of voters was needed in order to pass the new levy. <br />Assistant City Administrator Crane stated the City would need 50% plus one vote in order to <br />pass the additional tax levy. <br /> <br />Council Member Gunn read Resolution 8790 in full for the record. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Adopt Resolution 8790, Declaring the Necessity <br />for an Additional Tax Levy and Setting a Public Hearing to Consider Appropriate Ballot <br />Language. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />G. Resolution 8792, Approving Wenck Associates to Perform Limited Site <br />Investigation at the Public Works Facility Site. <br /> <br />Public Works Director Erickson requested the Council approve Wenck Associates to perform <br />limited site investigation at the Public Works Facility site. He explained an underground tank <br />was removed from the Public Works site and staining was found, which meant there had been a <br />leak. He described the site work that was needed in further detail and recommended the Council <br />approve the contract from the low bidder, Wenck Associates, in the amount of $12,906. He <br />stated this project would be placed in the Brownfield program, which would assist in the <br />processing of the property with the MPCA. It was noted a large percentage of the work <br />completed by Wenck Associates would be eligible for reimbursement from the MPCA. <br />
