Jenny Bolton, <br />Kennedy & Graven, reviewed how the conduit bonds would be provided to Apple Tree Dental <br />noting the City would have no financial risk associated with these bonds. She commented <br />conduit bonds were only available to non -profits, low-income housing projects, and to <br />manufacturing facilities. <br />Council Member Mueller questioned how many jobs would be brought to Mounds View by <br />Apple Tree Dental. Dr. Helgeson estimated that 50 jobs would be brought to the community <br />once construction was complete, 39 of these positions would be new jobs due to expansion. <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 8118, <br />Authorizing the Issuance and Sale of Health Care Facility Revenue Bonds, Series 2013 (Apple <br />Tree Dental Project). <br />Council Member Meehlhause welcomed Apple Tree Dental to the City of Mounds View stating <br />this would be a fantastic addition to the community. <br />Ayes — 5 Nays — 0 Motion carried. <br />C. Resolution 8119, Approving the 2013 Festival in the Park Contract. <br />City Administrator Ericson requested the Council approve a Resolution approving the 2013 <br />Festival in the Park Contract. He then reviewed the slight modifications that have been made to <br />the agreement noting it had been reviewed by the City Attorney. <br />Mayor Flaherty requested an update from the Festival in the Park Committee Chair. Theresa <br />Cermak stated the Committee was still in need of volunteers and noted she was seeking <br />additional funds for the fireworks display. <br />Council Member Mueller thanked Ms. Cermak for attending this evening. She questioned if <br />residents could make donations to the Festival. Ms. Cermak recommended donations be made at <br />City Hall in care of Festival in the Park. <br />MOTION/SECOND: Mueller/Gunn. Resolution 8120, Approving the Hire of Blaine Backes as Public Works <br />Maintenance Worker (Drinking Water) in the Public Works Department. <br />Public Works Director DeBar stated four months ago the City began the hiring process for the <br />vacant drinking water position in the Public Works Department. He indicated the position was <br />advertised in March and 24 applications were received with only five applicants meeting the <br />
