In December of 2006, four Administrative citations were issued for violations of the city <br />ordinances. <br />On January 8, 2007, a letterwas mailed to Ronald Peterson confirming an agreementthat <br />he would bring all nuisance code violations into compliance by the 21st of January 2007. <br />On January 22, 2007, City staff observed that the items listed on the citations were <br />resolved but multiple other violations still remained. <br />On May 8, 2009, a notice of violation was issued for having a vehicle off an improved <br />surface, having a junk, unsafe or abandoned vehicle on the property and for having an <br />outside accumulation of junk and debris. <br />On March 20, 2012, a verbal warning was given in regards to a large pile of wood and a <br />dual axle trailer parked off an improved surface in the back yard. <br />On August 28, 2013, Staff observed a large quantity of junk and debris, a commercial <br />vehicle, and a large pile of wood on the property. Staff attempted to knock on the door and <br />make contact with home owner to no avail. Staff placed notice of violation on the side door <br />for the corrective actions to be completed by September 9, 2013. <br />On September 9, 2013, Staff conducted a follow up to the Notice that was written and <br />observed that no corrections had been made. Staff attempted to make contact again by <br />knocking on the door to no avail. Staff wrote second notice of violation and placed on the <br />side door which requested corrective actions to be completed by September 30, 2013. <br />On September 30, 2013, Staff conducted a follow up inspection and observed that no <br />corrections had been made. Staff again attempted to knock on the side door and make <br />contact with no avail. Staff inspected the property and observed junk, debris, rusting metal, <br />parts, bricks, a boat with expired registration, cube van, a large pile of cut wood; located <br />around the garage and behind the home. <br />On October 1, 2013, Staff mailed a formal letter to the property owner including an <br />Abatement order citing Section 607.03 Subd.3c of the City Code. This letter stated that the <br />exterior should be cleaned up and the items properly disposed of by October 30, 2013. <br />On October 30, 2013, Staff inspected the property and observed that there had been no <br />improvement to the conditions listed in the Abatement order. <br />Discussion: <br />A review of city records indicates that the property has had consistent, recurring violations <br />of city ordinances dating from 1995. In the prior cases, substantial compliance was <br />achieved, meaning that the minimum requirements had been made, or the property owner <br />was written a citation for the violations. <br />Most recently, the property was issued a notice of violation in August 2013 regarding an <br />accumulation of junk outside, a commercial vehicle, and large pile of wood not stacked and <br />placed according to the city code. A second notice of violation was issued in September <br />2013 as no corrections had been made to bring the property into compliance. Furthermore, <br />staff conducted a follow up visit observing not only that the items listed were not corrected, <br />but that new violations had appeared. In October 2013, staff then mailed the abatement <br />
