Resolution 8954, Adopting a Five Year Financial Plan for 2019 through 2023. 3 4 Finance Director Beer requested the Council adopt a five-year financial plan for 2019 through 5 2023. He reviewed the proposed financial plan with the Council noting this plan was a work in 6 progress document. He reported this document would be posted on the City's website after being 7 approved by the Council. 8 9 Brian Amundsen, 3048 Woodale Drive, thanked the Council for making the Council packet 10 information available on the City's website. He asked what percentage increase the City was 11 anticipating for the coming years' tax levy. Finance Director Beer estimated this to be 4%. 12 13 Mr. Amundsen commented on the number of vehicles the City had in the Public Works 14 Department and encouraged the Council to review their replacement schedule and if the City 15 needed to maintain this number of vehicles. Mayor Mueller explained how the City assigned a 16 life to each vehicle and piece of equipment it owns. 17 18 Mr. Amundsen discussed the park maintenance shortfall the City would have. He encouraged the 19 City to continue to set aside funds for its parks and their maintenance. Finance Director Beer 20 clarified all park maintenance was covered by the General Fund. 21 22 MOTION/SECOND: Gunn/Meehlhause. Resolution 8952, Accept Bid and Award Construction Contract to Northwest 28 Asphalt for the Business Park North Street Rehabilitation (Program Avenue, 29 Quincy Street, Woodale Drive, Clifton Drive). 30 31 Public Works Director Peterson requested the Council accept bid and award a construction 32 contract to Northwest Asphalt for the Business Park North Street Rehabilitation project. He 33 reported this project was advertised for bids in March and the bids were tabulated by Stantec. 34 The lowest responsible bidder was Northwest Asphalt. Staff recommended the Council accept 35 the bid, with alternate one for the Business Park North project for Northwest Asphalt at a cost of 36 $707,748.06 with a 7% contingency, a contract with Stantec in the amount of $19,973.50 and for 37 American Engineering Testing for $12,949.20. 38 39 Council Member Meehlhause asked if Northwest Asphalt has completed other projects in the 40 City. Public Works Director Peterson reported Northwest Asphalt completed all of the City's 41 street improvement projects except for Area I. He explained the City was very pleased with the 42 work they have completed in Mounds View. 43 44 Council Member Meehlhause questioned what portion of the project would be assessed to the 45 impacted businesses.
