<br />Item No: 07J <br />Meeting Date: February 8, 2016 <br />Type of Business: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8520 Approving Revisions to the Police Chief Job <br />Description and Approving the Advertisement of the Position <br /> <br />Introduction: <br /> <br />On January 12, 2016, Police Chief Tom Kinney submitted his notice of retirement, effective <br />April 29, 2016. Chief Kinney has been police chief since 2010, after serving as interim <br />chief for a year. Chief Kinney has worked for the Mounds View Police Department for over <br />thirty years and we are thankful for his service to the community. <br /> <br />Discussion: <br /> <br />The Council reviewed the proposed timeline below at its work session on February 1, <br />2016, and expressed support for the steps discussed. Subsequently, staff convened a <br />meeting of the Police Civil Service Commission (PCSC) on Wednesday, February 3, <br />2016, and the members also agreed with the steps proposed. <br /> <br />As reviewed on Feb 1, the following potential timeline is anticipated: <br /> <br />Feb 8, 2016: Council approves job description & approves position posting <br />Feb 9, 2016: Job posting goes live on LMC page, our page and elsewhere <br />Mar 4, 2016: Deadline to submit applications <br />Mar 11, 2016: Applications reviewed and ranked <br />Mar 25, 2016: Supplemental testing on top candidates <br />Apr 1, 2016: Interview top candidates <br />Apr 11, 2016: Background & psych testing on top 3 candidates <br />April 18, 2016: Police Civil Service Commission creates eligibility list <br />Apr 25, 2016: City Council approves hire of new Police Chief <br />May 9, 2016: Start date of new Police Chief <br /> <br />At the Council’s February work session, there was consensus expressed for enlisting the <br />assistance of a professional recruitment firm to help with the process. It may be beneficial <br />to approach the recruitment process from a more “a la carte” standpoint, meaning the City <br />would still manage the process but would utilize consultants for many of the subtasks. <br />We’re already anticipating that we’d engage a consultant to conduct more extensive <br />backgrounding and another to conduct psychological examinations, bringing in a consultant <br />to assist with ranking and initial screening would also be helpful. I envision the consultant <br />would meet with Council members and possibly members from the police department early <br />in the process to get a sense for what the City’s needs are and how those needs would be <br />best satisfied by a particular candidate.
