To Waive the Reading and Adopt Resolution 8488 5 <br />Adopting the 2016 Tax Levy. 6 <br /> 7 <br />Mayor Flaherty thanked Finance Director Beer and the entire Finance Department for their 8 <br />assistance in drafting the 2016 tax levy and budget. 9 <br /> 10 <br /> Ayes – 5 Nays – 0 Motion carried. 11 <br /> 12 <br />2. Resolution 8489 Adopting the 2016 Budgets for All Funds 13 <br /> 14 <br />Finance Director Beer reviewed the 2016 budget with the Council and recommended approval. 15 <br /> 16 <br />Mayor Flaherty opened the public hearing at 7:07 p.m. 17 <br /> 18 <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:07 p.m. 19 <br /> 20 <br />Council Member Meehlhause asked what the final deficit number would be for 2015. Finance 21 <br />Director Beer reported the deficit would be $80,000. 22 <br /> 23 <br />MOTION/SECOND: Mueller/Meehlhause. To Waive the Reading and Adopt Resolution 8489 24 <br />Adopting the 2016 Budgets for All Funds. 25 <br /> 26 <br />Council Member Meehlhause supported the budget and the process followed by the City Council. 27 <br />He explained he was uncomfortable with the deficit from 2015 but understands this was not due 28 <br />to staff overspending, but rather due to costs out of the City’s control. 29 <br /> 30 <br /> Ayes – 5 Nays – 0 Motion carried. 31 <br /> 32 <br />B. 7:00 p.m. Public Hearing Second Reading of Ordinance 911, an Ordinance to 33 <br />Consider Revising Section 502.12, Subdivision 2 of the Liquor Code Relating 34 <br />to Sunday Sales (ROLL CALL VOTE). 35 <br /> 36 <br />Assistant City Administrator Crane indicated that establishments with a liquor license, are 37 <br />currently able to serve liquor on Sunday’s from 10:00 a.m. to 2:00 a.m. She reported in May of 38 <br />this year, the state law was amended to allow for the sale of liquor on Sundays to be from the 39 <br />hours of 8:00 a.m. to 2:00 p.m. for those establishments that also serve food. She indicated the 40 <br />proposed Code amendment would align the City’s Code with State Statutes. She stated the 41 <br />Council held a first reading of the code amendment on November 30th. Staff recommended the 42 <br />Council hold a Public Hearing, take comment and adopt Ordinance 911. 43 <br /> 44 <br />Mayor Flaherty opened the public hearing at 7:13 p.m. 45
