INTRODUCTION: <br />The City of Mounds View is located in Ramsey County on the north side of the Twin Cities <br />metropolitan area. Located at the junction of I-35W and State Highway 10, Mounds View is <br />the home of over 150 businesses and is just 10 miles from Minneapolis and St. Paul. With a <br />population of 12,155 and a land area of just over 4 square miles, it is known for its large <br />residential lots. <br /> <br />Mounds View’s existing Public Works Facility was constructed in 1964 and expanded in <br />1987. Since that time, the necessary Public Works equipment fleet (i.e. snow plows, <br />pickups and lawn mowers) has expanded. In addition, today’s equipment tends to be larger <br />in size than equipment from previous years. As a result the existing facility is severely <br />undersized, and in need of replacement. <br /> <br />II. PROJECT DESCRIPTION: <br />The City of Mounds View’s 2016 – 2020 Five Year Financial Plan includes the design and <br />construction of a new Public Work Facility. In preparation for that effort, a space needs <br />analysis was recently completed and accepted by the City Council. <br /> <br />III. OBJECTIVES: <br />The goal of the DESIGN SERVICES is to prepare construction documents (plans and <br />specifications) and cost estimates to replace the existing Public Works Facility. <br /> <br />IV. PROJECT SCOPE: <br />1. Task 1.0 – Review existing documentation and conditions. <br />a. 1.1 – Space needs analysis as accepted on February 22, 2016. <br />b. 1.2 – As-builts as provided by city. <br />c. 1.3 – Additional documentation as requested by consultant. <br />d. 1.4 – Site visit, if needed, for review of the existing facility and fleet. <br /> <br />2. Task 2.0 – Prepare conceptual plan and budgeting estimate for new building. <br />a. 2.1 – Conceptual plan shall include programmed space as outlined in the <br />space needs analysis. City staff will direct consultant on preferred options. <br />b. 2.2 – Budgeting estimate shall be provided based on estimated bidding <br />climate at the time of construction (early 2017). Include and clearly identify <br />appropriate contingency amounts. <br /> <br />3. Task 3.0 – Design development and updated budget. <br />a. 3.1 – Based on Task 2 and feedback/direction from city staff prepare design <br />development.
