Mr. Marty stated he would like to thank Mr. Mueller for coming back. Mr. Marty stated he has <br /> sat out there and seen Mr. Mueller come up and address this issue a number of times, getting the !i <br /> response "we will look into it." Mr. Marty stated this is one of the reasons we have included on <br /> the agenda unfinished business. This will stay on unfinished business until it gets addressed, and <br /> Mr. Marty stated it will get addressed. <br /> Jerry Blanski,2933 Woodhill Drive. Mr. Blanski stated he is here for two reasons. One was to <br /> observe the Council for my first time. The second, is to formally give you a personal thank you ' <br /> to this Council, the past Council, and to the staff. Mr. Blanski stated he will going away from <br /> here with good feelings about the new Council. Mr. Blanski stated he was here on December 28 <br /> in regards to my frustration over the cigarette machine over at the Mermaid because in just one <br /> night alone when he and his wife were there, two groups of teenagers purchased cigarettes there, <br /> so they knew that if it is done that much in one night, it is being done at other times. Mr. Blanski <br /> stated a switch has been installed on the machine, so Mr. Blanski decided to test it. Mr. Blanski <br /> put his money into the machine, pulled the lever, and could not get any cigarettes. Mr. Blanski <br /> went to the bartender, the bartender flipped the switch, I went back, pulled the lever, got my <br /> cigarettes. Mr. Blanski did additional testing, wanting to find out if the switch is still on. Mr. <br /> Blanski stated he put his "four bucks" into that"thing" a second time and he did not get his <br /> cigarettes. Mr. Blanski went to the bartender and talked a little bit, and got his $8 back. Mr. <br /> Blanski wants to thank the Council and Cari Schmidt for sending the letter to the Mermaid about 1-1' <br /> that cigarette license because over at the Community Center you have this little flier there that `' <br /> says, "let's make smoking extinct." Mounds View is passing these out, by that little thing that <br /> happened, Mounds View has done its part in stopping underage smoking. <br /> 9. COUNCIL BUSINESS <br /> A. Park wetland mitigation public hearing. <br /> Mayor Coughlin requests background on this. <br /> (Mike) this litigation project commenced on behalf of the wetland that was mitigated at the <br /> Community Center. Staff and consulting engineers surveyed numerous sites throughout town to <br /> try to come up with a suitable site for litigation. The approximate acreage was about 0.48 acres <br /> required to mitigate the Community Center. Out of all of the sites that were surveyed throughout <br /> the community, Woodcrest Park was chosen and rated number one in its compatibility to the <br /> mitigation and also the surroundings. Part of it is because of its original makeup, some 20 to 25 <br /> years ago, as my staff has told me,that area was very wet,there was not a lot done with it, and <br /> consequently a lot of street sweepings and dumpings were put in that site, and eventually became <br /> high enough, and some years it was dry enough to park, in which case the amenities of parks <br /> were started to put in there. A hockey rink was put in there. A park shelter. Some playground <br /> equipment, and other amenities. In recent years the hockey rink has been taken down because <br /> maintaining the ice in that area in trying to get it stabilized was a considerable maintenance <br /> "headache."
