Prior Council gave <br /> direction to staff to proceed with the permitting for the mitigation at the community site and a <br /> $20,000 bond was also presented to Rice Creek to continue with this site and through the permit <br /> process we do have one year to commence the litigation. Tonight's public hearing is for public <br /> input into this project. Staff did seek a few comments from Rice Creek as far as what the rules <br /> stipulated were, and received an affirmation on the reason that the City is required to mitigate the <br /> wetland within the community and within also the Rice Creek Water Shed District, which is a <br /> local water shed, is by state statute. The last chance that we have to do anything as far as any <br /> mitigation would be to buy some credits in an available wetland bank, and the only available <br /> wetland bank that we can find was up in Columbus County. That is really not an acceptable <br /> practice or idea according to the DNR and corps of engineers at Rice Creek, and local statutes. t4 <br /> ! <br /> The entire park in essence would be removed from its current state,the building would be <br /> removed, the playground would be removed, there is a home for that up at Groveland Park. <br /> There would be a couple of water quality ponds, one at the east end of Woodcrest Park, as you go <br /> on Woodcrest Drive, another small water quality pond along Silver Lake Road with a platoon <br /> walking path throughout the entire area. <br /> sif <br /> Mr. Marty questioned if we have a year to mitigate, and when do they plan to get it done. <br /> (Mike)the project, unless there is a contingency for it to come up, or any major problems, was <br /> November 1999. <br /> Mr. Marty stated another question he had, in meeting with the Parks and Recreation people,we <br /> only have a number of parks in Mounds View, but we only have two parks on the south side. <br /> Mr. Marty stated there was talk about possibly moving that playground equipment to Brandom <br /> Park, because the equipment that is at Brandom Park is just for little toddlers and very young <br /> children, and possibly if we can find a home for it there, so the people on the south side of <br /> Highway 10 would have more of a variety of playground equipment. <br /> (Mike) stated that is something we can certainly look into. Brandom Park has its own unique i! <br /> little wetland areas too, but just to the south of the shelter, which is about the only grassy area, <br /> other than a little bit along Long Lake Road frontage, is also is very wet during wet years and <br /> periods of high rain. This project did receive park board approval. The past Park and Recreation <br /> director did take our comments and proposal to them and did see this as a good site to turn it into <br /> a passive park area. <br /> Mayor Coughlin adds for public consumption, he talked with the Public Works director on <br /> options of possibly looking into the property that will be created with the realignment of <br /> Edgewood Drive possibly looking into, since this Council has expressed a desire to move the <br /> holding pond to the other side of the street and may be able to in some way, manner, shape or <br /> form, work in conjunction with that to mitigate the wetlands over there somehow.
