In the latest Mounds View Matters there is a small survey that we ask all residents to 111 <br /> fill out and turn it back to us. This could help make a decision whether to try to put the water, <br /> the wetland area over here and possibly develop this area, or if the residents and citizens want to <br /> keep this as green space. Mr. Marty stated comments are needed and welcomed. <br /> (Mike) stated what is important in this issue is the reason the entire park was put into this project <br /> was the very good possibility that we could create about an acre and a half of wetland bank. <br /> There was some discussion between the Ramsey County Soil and Water Resource Board and <br /> opinions of various engineering thoughts and observations on this site. Those observations and <br /> further research into the soil and actual samples will take place in about two weeks. If we do <br /> find that the entire park can be turned back into a wetland, we would end up with about an acre <br /> and a half of credit, which is approximately, or very close to the amount of land that would be <br /> required in the future if Silver Lake Road was to be reconstructed and a trail put along the entire <br /> length from County Road H all the way up to Highway 10. This acre and a half of credit can be <br /> used, sold, or banked. <br /> Mayor Coughlin would like more information to continue the discussion. <br /> Jerry (Gatling), 5080 Long View Drive, about two houses away from the park mentioned. Mr. <br /> Gatling he sees people down there playing often. The park was supposed to be finished 30 years <br /> ago, with some type of fence put up, along that deep ditch. Mr. Gatling is surprised City hasn't <br /> been sued for somebody drowning in it. Mr. Gatling also understands that there is a pretty good <br /> wetland problem. Mr. Gatling also understands that the Council is not completely ready for this <br /> hearing tonight. There are no drawings. Mr. Gatling expects to have some in his hands before <br /> the project is finished. Mr. Gatling stated his kids have played down in there, being a resident of <br /> Mounds View for 40 years. Mr. Gatling does not see why we should send a 6-year-old person to <br /> Mounds View Drive up to Brandom Park. Mr. Gatling stated we need that park there and it <br /> needs to be upgraded instead of downgraded. <br /> Mayor Coughlin adds to his understanding Mike does have some plans for an engineer. Along <br /> with that, it is also Mayor Coughlin's understanding that this park is at least in part built on a <br /> peat bog which is part of the reason why the ground is unstable and if we choose to retain the <br /> park, we may have to build things on pilings in order to stabilize. <br /> Bruce Brasaelme, 5127 Long Lake Road. Mr. Brasaleme states he lives near the corner of <br /> Woodcrest and Long Lake Road, so will sometimes go down Woodcrest and drive right by that <br /> park. It is Mr. Brasaleme's opinion as an Earth scientist, education in geology, it would be very <br /> difficult to significantly improve the park in that location due to the underlying surface geology. <br /> If it truly is a peat bog, having watched all these years, and how unstable it is when the ice rink <br /> was there, and just the water that goes into the volleyball pit and the play area there, unless you <br /> 11 U:\CARIS\COUNCIL\MINUTES\MVCC22.MAR <br />
