were actually excavating the peat, and fill it in,which would be rather expensive, it would be 3,
near impossible to stabilize. However, Mr. Brasaleme states he is a strong advocate to the park.
The best solution is that there is another area south of Highway 10 that could be considered as a
replacement for that park. Mr. Brasaleme states he believes there are some parks that the City
once owned, or does own, towards the western edge of our City. This perhaps may stir up
another controversy, because people may or may not want to park next door to them. Mr.
Brasaleme believes it is appropriate to return it to the state, to return it to a wetland.
Ann Perkins, 5113 Red Oak Drive. Ms. Perkins' house is literally backed up into the park,
living there 23 years, stated this is a swamp, always will be a swamp, Ms. Perkins stated she
likes it there, it is her backyard.
Mike Dorn, 5019 Red Oak Drive, right on corner of Woodcrest and Mounds View. Mr. Dorn
states he has only lived there, in June will be a year, the park was actually part of the reason we ii
chose this house, and plans to use that volleyball court.
Jerry Blanski, 2933 Wooddale Drive, stated he is not prepared for this, but that parkland
formerly belonged to his grandmother. This park has not been kept up, people don't want to
bring their children there because there is a great big load of water along Silver Lake Road, even
along Woodcrest. Mr. Blanski stated he would like to see that park somehow kept.
David Fitzgerald, 5107 Red Oak Drive, right next to the park. A City has no boundaries as far
as I'm concerned with kids. We do know that two blocks south of us there is a park in the New
Brighton area, a very nice place for kids to play in. The community gardens at Woodcrest Park
had the last two years was a good deal, as we all know. Mr. Fitzgerald would rather see cat tail
with a pond and ducks in it rather than ground level water that promotes weeds. As far as kids
playing in the park, there is a nice park two blocks away, it may not be Mounds View, but kids
don't mind what City they are in when it comes to playing. Mr. Fitzgerald states he would like
to see the park come back to nature. Mr. Fitzgerald states there is nothing wrong with the pond.
Mr. Fitzgerald states he is not into the sentimental part of it, but it is something to see kids throw
stones into the pond, as well as play in the park, depending on your needs and what everybody
wishes to have around their house. I would have loved to moved out to a lake a few years ago,
hopefully the lake will be in my backyard.
Mayor Coughlin closes the public hearing and brings it back to the Council.
Motion/Second: Coughlin/Marty.
Mayor Coughlin requests further discussion. ti
Mr. Stigney stated he has a question for a Public Works director. Mike earlier mentioned
wetland credits at that Columbus township, is that no longer applicable because of Rice Creek
Water Shed District would not approve them.
12 U:\CARIS\COUNCIL\MINUTES\MVCC22.MAR
