(Mike) stated this is correct. <br /> Mr. Stigney asked if there was any alternate source for the wetland credits. <br /> (Mike) stated none that he is aware of, I have the Columbus township from last week when we <br /> started this at the Community Center. }s <br /> II <br /> Mr. Stigney stated secondly in this estimated cost of where it is $174,100, and Rice Creek Water <br /> Shed District doesn't want us to move it out of the City. They will need cost sharing and <br /> keeping, is something to look into. <br /> (Mike) stated no they are not, and ought to pose that question to Rice Creek Water Shed District r1 <br /> administrator, in lieu of the cost that this was going to take from the City and also was somewhat <br /> of a comment if the cost is $174,000 as it is, and part of our permit process was to provide <br /> $20,000 to buy wetland credits. The reasons they received were the ones they stipulated earlier, <br /> it is a state statute that you must do everything you can within your power and within your means <br /> to mitigate the wetland within aid of the Water Shed District and also the City and a lot of people <br /> have a lot of comments on the pros and cons versus wetlands and playgrounds. These are in the <br /> statutes of what their ruling is. If they had absolutely no undevelopable land and no place to <br /> mitigate this, yes, we would be considered to purchase wetland credit. It is not seen as a viable <br /> option. <br /> Mr. Stigney asked if there are any other City entities that might be inconsistent. <br /> (Mike) stated not that he is not aware of any but can certainly check with Kate. She didn't <br /> mention anything, but kind of had the tone, "well this is somewhat the cost of doing business, <br /> when you litigate a wetland, you must provide for its replacement,"but stated he can certainly <br /> check to see if there is any other funding available. <br /> Mr. Stigney asks if there are any legal options, or is the way that stated that we must"just bite <br /> the bullet and pay this amount," or are there any other avenues that might be pursued by the City <br /> for wetland mitigation. <br /> City Attorney: "I can't admit to any knowledge on that. I guess I would have to refer to Mike on <br /> that. In my experience in dealing with another city, it basically was a"bite the bullet" summary. <br /> (Mike)this cost estimate here is based on the entire wetland mitigated and actually getting the <br /> credits. So again, it does hold some value if an acre and a half of credit is there for either resale <br /> to a City entity, or citizen group for future mitigation.
