They have been in operation there for the 11 <br /> previous six or seven years. No change has come to fold from last year's operation. This is an <br /> action that does require a conditional use permit. City code requires that outdoor sales or service <br /> go through a conditional use permit process. The issue tonight before the Council is that <br /> previous Councils and commission had discussed whether or not we could do the process in such <br /> a way that we not require the applicant to come back in subsequent years, so long as this is a <br /> business that the community and the City wants to have, and there are no problems with it. So <br /> the staff drafted a resolution that was brought before the Planning Commission and discussed <br /> that could be done by creating a set of stipulations that need to be met on an annual basis,the <br /> stipulations that are vague in the sense they do not pertain to one particular year. The cost that <br /> would involved would be deposits for the hydrant, the cost for hardware, a wrench, or an adapter <br /> valve, that would be required on an annual basis. The water usage would be charged on a daily <br /> rate as 1000 gallons per day rate for that.
