Motion/Second: Stigney/Coughlin. To approve resolution 5314 allowing the conditional use to
conform consistent with the Planning Commission of 537-99.
Ayes - 4. Nays-0.
9C. Consideration of Edgewood Drive realignment and T.H. Highway 10 signal project
bids.
Vii!(
Mike stated staff received five bids at the Edgewood Drive and T.H. Highway 10 renovation
project. The apparent low bidder was W.D. Miller, with a good price of$463,311.85. This staff
report was put in front of you tonight. Barry Peterson SCH has the detailed analysis of the entire
bid packages. Staff would recommend that the award be made to W.B. Miller, with a
contingency note that the plans have not received final approval from MNDOT.
Ms. Thomason asked when is it anticipated to get a time frame for approval, from MNDOT.
Mike stated he would hope to receive it after this week. There were two agencies left, one was
final plans and the hydraulic use MNDOT.
Mr. Marty asks if there is any more information about signal lights.
Mike stated spoke with Steve he did not foresee any problems with getting signals. In many
cases MNDOT has a certain specification that they design and have their signals made. In cases
where you have limited right of way where the signal has to be moved farther out away from the
road surface where they need to extend arms.
Jim Schmidt, 5426 . Mr. Schmidt questions of the awarding of the contract.
Mike stated the recommendation to award the contract contingent upon MNDOT's final
approval.
Wendal Smith, representing (Carmicheal Cinemas), has a question for clarification. The
contingency states what?
•
David Jahnke, 8428, Eastwood Road. Mr. Jahnke asked, "when Mike says, any significant
changes, how significant?" Mr. Jahnke stated he looks at money again. Mr. Jahnke stated
"significant" is quite open, and would like this clarified.
David (white shirt) stated there are significant changes in there in a couple of respects. The plan
has already been through four initial conferences and all corrections have been made and a lot of
those were merely identifying what was state aid eligible and what was not going to be state aid
eligible.
15 U:\CARIS\COUNCIL\MINUTES\MVCC22.MAR j(
