our own personal vehicles, we would borrow equipment when we did these, etc. Mr.
Hammerschmidt stated now we know we need at least a 3/4 ton pickup, it is a priority that we
have it in order to do these corrections, which we will do as soon as the weather warms up and
we will start right away. At this point, we are without the pickup, and we cannot do the process.
Mr. Hammerschmidt stated the options are using our personal vehicles, or to string out the time
that we do these corrections so that they do not impact golfers once again, which is what we are
trying to limit. Obviously the pickup is going to be used for other items besides that and its
meant to be not only used for that, but also as a replacement for a small Ranger that we currently
have that was bought used in 1994, had 88,000 miles on it. Mr. Hammerschmidt stated another
option would be to buy a used truck. Mr. Hammerschmidt stated in the past the City has decided
because of the breaks they get from dealers when buying new, that it pays usually to buy it, keep
it for long-term, and replace it when that given cycle is up,which is a ten year period of time. k j
Mr. Hammerschmidt stated this is a normal purchase, and he moved it from a nonbudget item
and extraordinary budget item to the budget because it is a priority versus mowing equipment.
Mr. Hammerschmidt stated the mowing equipment we have is still adequate. Mr.
Hammerschmidt stated we needed to repair the soil, which is the priority at this point in time.
Mr. Hammerschmidt stated he made it clear three years ago when there was a$250,000 inter-
fund loan we were going to put in as a contingency fund item for these types of purchases. Mr.
Hammerschmidt stated he told the Council, "no, we don't want that." Mr. Hammerschmidt
stated what he wanted to do was when we need something, we will come and ask for it.
Mr. Whiting added it was talked about by staff whether or not this actually needed to come to the
City Council, but recognizing that the questions came up the last time with prior Council
regarding the size of the truck and knowing Council Member's Stigney's interest in this decided
to put it on, with expectation that there would be some questioning. Mr. Whiting stated a staff H'
report was put together in attempt to answer some of those questions and made his presence here
tonight. Mr. Whiting stated the questions about where this fits into the larger picture of the golf
course, the Council is not comfortable where we left off on the discussion at the last work
session. Mr. Whiting stated there was not enough time to get into that discussion, but perhaps
some other questions that come from this could be handled at a work session regarding the
finances of the golf course and a few other questions that were given to Mr. Whiting was how
does this relate to other trucks that the City has, particularly Public Works, a truck that can be
used instead of purchased. The discussion about the use of vehicles for personal driving, which
is something that has come up from time to time and maybe warrants a little of discussion. Mr.
Whiting himself has not seen anything that concerns me as far as the use of these vehicles on
personal time, although when talking to (John) based on where he has lived and the schedule of
picking things up, it would just seem to be cost effective to either take a truck home in order to
stop by some place to pick up the load on the way to the golf course, or to have it maintained.
Mayor Coughlin stated he will oppose the postponement in light of the fact that staff report
answered most of the questions.
Mr. Stigney asked Mr. Hammerschmidt why the deadline change would be detrimental for
hjIk
X11
li
4 U:\CARIS\COUNCIL\MINUTES\MVCC22.MAR
i
r I
