Item No. /OF <br /> Staff Report No. <br /> Meeting Date: August 9, 1999 <br /> Type of Business: CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor& City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Request to reconsider Resolution 5349, a resolution approved on <br /> July 26, 1999, allowing for an automobile rental facility to operate <br /> at 2975 Highway 10 with stipulations. <br /> Date of Report: August 4, 1999 <br /> Discussion: <br /> The City Council approved a conditional use permit for Thrifty Car Rental (Resolution 5349) at <br /> its last regular meeting on July 26, 1999. The applicant representing Thrifty was not present for <br /> the discussion and eventual passing of the resolution, which included a stipulation prohibiting <br /> panel trucks, RVs and trailers from being parked on the lot. The applicant is requesting that the <br /> Council reconsider this provision. <br /> Attached for your reference is the approved Conditional Use Permit (Resolution 5349) as well as <br /> a letter from the applicant. <br /> Staff has consulted with the City Attorney, who indicated that if it were the Council's desire to <br /> reconsider this resolution, a public hearing would need to be held, in accordance with State • <br /> Statutes and our own City Code. Furthermore, if it is the Council's desire to grant such an <br /> amendment hearing, staff would stipulate that all the applicant be responsible for all associated <br /> fees, to be paid in advance. <br /> Recommendation: <br /> Two options are presented for the Council's pleasure in response to this request: <br /> 1. Move to deny the applicant's request for an amendment to Resolution 5349. <br /> 2.
