The interior circulation plan plus access from and onto public rights of way does <br /> not create congestion or dangers and is adequate for the safety of the project <br /> residents an the general public. <br /> The interior circulation plan and access are adequate. Some adjustment of the <br /> width of the accesses are necessary to meet the Fire Marshal's concerns. The <br /> addition of the signal and the provision of the right turn in and right turn out only <br /> access on Highway 10 are important for safe access to the site. The access to <br /> Highway 10 on the restaurant site is less important. All access onto Highway 10 is <br /> subject to approval of MnDOT. <br /> On April 21, 1998 city staff and the developer's engineer met with representatives <br /> from MnDOT to receive and discuss MnDOT's formal response to the proposed <br /> plans. MnDOT's response was that they would only approve one right turn in <br /> right turn out access to the site from Highway 10 unless there were connections to <br /> Long Lake Road and/or County Road H2. If there were connections to the other <br /> roads they indicated they would approve the proposed signalized intersection. <br /> Criteria Not Met <br /> 3. A sufficient amount of usable open space is provided. <br /> The type and amount of open space provided is appropriate to the type of <br /> development proposed. The open space serves to provide buffers to adjacent <br /> residential uses and to protect the existing wetland on the site. 64.3 % of the site is <br /> green space which is adequate. <br /> Criteria Met <br /> 4. The arrangement of buildings, structures, and accessory uses does not <br /> unreasonably disturb the privacy or property values of the surrounding <br /> residential uses. <br /> The location and arrangement of buildings on the site shown on the plan is <br /> consistent with the approved concept plan and will not unreasonably disturb the <br /> surrounding residential uses. Sufficient buffers will be provided. <br /> Criteria Met <br /> 5. The office structures <br /> are single story with gable and hipped roofs.
