Site Plan Review <br /> SEH No. A-MOUND9805.00 <br /> We have reviewed the site plan for the Carmike Theater and the associated office buildings, retail <br /> buildings and restaurants. A general concept for the site plan was agreed to through a series of <br /> meetings between the City, developer and neighbors. We previously had an opportunity to work <br /> with the concept and with the evaluation and development of the proposed ring road. The City has <br /> since dropped the ring road concept as far as the connection between Long Lake Road and <br /> Edgewood Drive on the south side of Highway 10. <br /> The primary entrance to the theater is at relocated Edgewood Drive. As such, most of the traffic <br /> enters the site, travels past the main entrances to the theater and then enters the parking lot. There <br /> is an option for traffic from the north and west to travel to the south Highway 10 entrance and enter <br /> at the southeast end of the parking area. <br /> Given the basic concept of the site plan, there is not much choice other than to have traffic enter as <br /> it is shown. The islands, the 30-foot wide aisle and the second entrance will help to reduce the <br /> conflicts between pedestrians accessing the theater and vehicles accessing the parking lot. <br /> The north entrance is shown as 48 feet in width. This may be wider than Mn/DOT would prefer. <br /> If it is to be reduced, the option is to retain the 16 foot inbound lane and make the outbound lanes <br /> 12 feet for the left turn lane and 14 feet for the through and right turn lane. We would suggest that <br /> the double yellow centerline be continued around the corner so that the lane arrangements can be <br /> defined in advance of the intersection (see attached). With the traffic signal at the intersection, it <br /> would be undesirable for traffic to be in the wrong lane,especially with the wide median and left turn <br /> lane on southbound Edgewood Drive. <br /> Trash facilities are conveniently located. The theater trash facility on the west side of the parking <br /> lot will require some backing up by the trash collection vehicle in order to make the 180 degree turn <br /> to return eastbound.
