TEL :612-582-1368 Apr 23 98 10 : 18 No .004 P .03 <br /> Rick Jopke <br /> April 22, 1998 <br /> page two <br /> We will not allow additional access to T13 10 because it would multiply the points of <br /> potential vehicle conflict on this arterial, Arterial roadways such as TI1 10 were <br /> constructed to serve regional mobility needs rather than to provide property access. <br /> When access points proliferate along a highway, they degrade the highway's capacity and <br /> safety. <br /> The site should he designed to take advantage of the existing full-movement signalized <br /> accesses to the highway at Long Lake Road/TH 10 and at CR H2/'1'H 10. The trunk <br /> highway system cannot compensate for decisions made at the local level in denying <br /> access to the local roadway system. Allowing more than one access would be <br /> irresponsible of us when reasonable access can be provided to the local roadway system. <br /> Current Site Plan New Signalized Intersection Issues <br /> Without the frontage road connection,we will not allow the signalized intersection as <br /> proposed, Regional policy recommends intersection spacing on arterials in urban areas at <br /> one-half mile intervals. The Long Lake Road and County Road 1-12 intersections with TH <br /> 10 are approximately one-half mile apart. <br /> We originally accepted the signalized intersection proposal because the proposed <br /> intersection, in combination with the frontage road,would alleviate turn movements on <br /> TH 10 and would provide an alternative to TH 10 for local and destination oriented <br /> traffic. These safety and roadway efficiency factors provided a greater benefit to the <br /> trunk highway system than arterial spacing when originally accepting the proposal. <br /> Required Permits <br /> We require a Mn/DOT access and stormwater drainage permit for the proposed <br /> development. <br /> With the access permit, we will require construction of a right turn lane on eastbound TH <br /> 10 for permit approval. This development proposal necessitates the turn lane and is the <br /> responsibility of the project proposer,the city, or both. Additional information, turn lane <br /> specifications and the appropriate forms may be obtained from Bill Warden of our <br /> Permits Section at 582-1443. <br />
