TO: Honorable Mayor and members of the City Council <br /> FROM: Bruce Kessel, Finance Director <br /> DATE: April 24, 1998 <br /> Subject: Changes in Golf Course personnel <br /> The following is a clarification of the proposed changes at The Bridges as discussed at the April <br /> work session. <br /> 1. Club House Manager. <br /> Modify 1998 pay scale. The existing pay scale has a maximum salary of$21,218, and <br /> the existing employee, Ken Manthis is at Step 4 and is scheduled to go to Step 5 on <br /> August 1, 1998. Last year,the individual received incentive pay of$14,000. It is <br /> proposed to increase the pay scale to a maximum Step 5 salary of$30,000; the amount of <br /> any incentive pay for this position would be substantially less than that paid last year with <br /> this proposal. The proposed maximum salary would still be below the benchmark value <br /> based upon the Hay system. It is proposed that Ken Manthis be placed at Step 1, <br /> effective March 21, 1998. <br /> 2. Club Assistant. <br /> Last year, this position was paid on an hourly basis with no benefits. It is proposed that <br /> the position be reclassified as a salaried full time position with benefits. The maximum <br /> salary would be $20,000. It is proposed that Ron Huston, who filled the position in 1997, <br /> be reclassified for this position and start at Step 3 with a salary of$18,000,with the <br /> change retroactive to February 1, 1998. <br /> 3. Assistant Superintendent. <br /> Last year, this position was paid on an hourly basis with no benefits. It is proposed that <br /> the position be reclassified as a salaried full time position with benefits. The maximum <br /> salary would be $20,000. It is proposed that Forrest Tibbetts be hired for this position <br /> and start at Step 3 with a salary of$18,000, effective March 21, 1998. <br /> Based upon existing operations, the above changes are within the guidelines set forth in the <br /> contract with the golf course manager and will not increase the total amount paid for personnel <br /> costs at the golf course. Rather, this change will lower the funds available to be used for <br /> incentive pay by the golf course manager. These changes should also bring the salaries for these <br /> positions to the recommended salary in the Hay Pay Plan and the State's pay equity pay line. <br />
