(0.73 acres) <br /> Analysis: <br /> According to Section 1202.01, Subdivision 1 of the City Code, full platting is required for all <br /> major subdivision requests. The applicant, Anthony Properties, is requesting approval of the <br /> preliminary plat for the proposed Anthony Properties Addition. Review of this plat is required by <br /> the City Engineer, the Director of Public Works, the City Attorney, Rice Creek Watershed <br /> District, Ramsey County and the Minnesota Department of Transportation (MnDOT). The plat, <br /> date-stamped 11/23/98, bears the required data for preliminary plats as specified by the City <br /> Code. <br /> As with any subdivision of land within Mounds View, two issues need to be addressed: Easements <br /> and park dedication fees. The plat shows easements for the wetland area, those areas to be used <br /> as NURP ponds, and other drainage and utility easements. These easements will be dedicated to <br /> the City by virtue of their inclusion on the plat. Other easements, such as the Highway 10 design <br /> theme easement and the cross access parking and driveway easement will need to be dedicated via <br /> separate documents. The applicant will draft these documents and have them available for City <br /> Attorney review prior to the City Council taking action on the final plat for this subdivision. <br /> The other issue addressed with the platting of land is the park dedication requirement. According <br /> to Section 1204.02 of the City Code, all subdividers of land are required to dedicate to the City <br /> for public purposes a portion of land, or, at the City's sole discretion, cash in an amount equal to <br /> ten percent of the land's fair market value. It has been and continues to be the City's policy of <br /> requiring a cash dedication in lieu of land. According to Ramsey County assessment records, the <br /> land has a value of$1,032,500 and thus the dedication amount applicable for this project would <br /> be $103,250. This amount will need to be paid to the City before the City Administrator and the <br /> Mayor sign off on the Final Plat. <br /> Ramsey County Review: The Ramsey County surveyors office has reviewed the Anthony <br /> Properties Addition plat and has found it to be acceptable and in the required form for final plats, <br /> and as such, has given its approval and authorized Mylar copies to be made of the plat. <br />
