City of Mounds View Staff Report
To: Mayor, City Council
From: Chief Ramacher
Subject: Hearing regarding Murzyn Liquor
Date: June 17, 1998
Attached is a memo to Chuck Whiting concerning Murzyn Liquor Store. I am requesting that
Council familiarize itself with the contents of the memo and the attached police reports.
There will be a hearing concerning the renewal of Murzyn's Liquor license at the June 22
meeting. In light of the activity at Murzyn's in the past month, I am recommending the following
alternatives for Council consideration.
1. The Council can renew the license with a warning that if the problems continue, there
will be a revocation hearing; or
2. The Council can simply not renew Murzyn's license for the upcoming year; or
3. The Council can suspend Murzyn's license effective immediately, and set a Public
Hearing for the next Council meeting on the 13th of July to discuss non-renewal
or revocation(pursuant to Municipal Code 502.16, Subd. 3)
If Council chooses to suspend the license immediately, the suspension will be valid until July 1,
when the current license expires. At the July 13 meeting, Council could decide whether or not to
make the suspension permanent, or to renew the license. Cari has discussed the legality of this
matter with Scott Riggs, and this procedure seems to be possible via the Municipal Code. Please
contact me with your concerns or questions.
