2.5 Adjacent Land Uses <br /> As can be seen from the attached map, surrounding land uses include the Mounds View <br /> City Hall to the west,the Mounds View Community Center to the north, an office/ 15 <br /> screen movie theater/restaurant project to the south, and the vacant privately-owned site <br /> to the east. There are is single family residential uses to the east of the privately-owned <br /> site. <br /> 2.6 Utilities <br /> City utilities including water, sanitary sewer, and storm sewer are available to the site. <br /> On site ponding may be required. <br /> 2.7 Governmental Approvals <br /> Depending on the specific development proposal,required city approvals could include <br /> comprehensive plan amendment, rezoning, PUD, subdivision, conditional use permit, and <br /> variance. Drainage plan approval from Rice Creek Watershed District would also be <br /> required. The City approval process takes 60 to 120 days, depending on the complexity of <br /> the project. The City is committed to working with the selected developer to expedite the <br /> the review and approval process where possible. <br /> 3.0 DEVELOPER SELECTION CRITERIA: <br /> The City Council will review proposals and make its selection based on the following <br /> criteria: <br /> 3.1 The project meets the city's development goals. <br /> 3.2 The developer has proven experience in developing the type of development <br /> proposed. <br /> 3.3 The quality of the proposed building and site planning. <br /> 3.4 Financial capability of the developer and/or development team. <br /> 3.5 Land bid on a per square foot basis (more is better). <br /> 3.6 Development schedule. <br /> 3.7 Proven ability in working with communities. <br /> The City Council has the right to reject any or all proposals at any time during or at the <br /> end of this process. The City Council also reserves the right to work with the selected <br /> developer to refine the proposal to best meet City goals and objectives. <br />
