I <br /> IV REVIEW OF PROGRESS BEING MADE BY THE CITY <br /> ' The next activity focused on a review of progress being made by the city since <br /> the last retreat. It was agreed that significant progress has been made in a <br /> number of areas. Participants also discussed problems that have been <br /> encountered and lessons that have been learned. Participants rated the city's <br /> performance as being good, but all agreed that there is room for considerable <br /> improvement. <br /> ' See Attachment B for the review <br /> of progress beinq made by the City <br /> Participants also responded to four key questions pertaining to how the city <br /> ' operates: <br /> Qi What's working well? <br /> Q2 What's not working well? <br /> Q3 What's the city not doing that it should be doing? <br /> Q4 What's the city currently doing that it shouldn't be doing? <br /> Responses to these questions are in a Supplemental Memo to participants. <br /> ' Participants also responded to the concerns of the city administrator as <br /> pertaining to the workings of the council. <br /> I <br /> V LEADERS AND MANAGERS ARE BEING CHALLENGED <br /> The facilitator provided information on leadership, pointing out that leaders and <br /> ' managers at all levels of organizations in both the public and private sectors are <br /> being challenged as never before. In the public sector, government officials and <br /> professional staff are faced with the dilemma of meeting increasing service <br /> needs with limited funding capability. It was pointed out that in the 1990s <br /> increased emphasis is being placed on individual leadership and leadership <br /> development within organizations. The facilitator provided a number of resource <br /> materials on leadership that were referred to throughout the retreat, and <br /> challenged participants to either lead, follow, or get out of the way. <br /> 1I <br /> 6 . <br />' 3 <br />
