The <br /> listing provided a fresh update and consensus on needs and opportunities to be <br /> addressed by the city from a one to three year perspective. The Issues and <br /> Opportunities were categorized as being either external or internal. <br /> See Attachment D for the updated listing of issues <br /> and opportunities facing the City of Mounds View <br /> 1 <br /> VIII DEVELOPING A PRIORITIZED GOALS PROGRAM TO ADDRESS THE <br />' ISSUES AND OPPORTUNITIES <br /> The identified issues and opportunities were then converted into a prioritized <br /> "Goals Program" to be further discussed and refined, agreed upon, and <br /> implemented.
